COUNC' L MEMBER ANDERSEN INTRODUCED THE FOLLOWING RESOLUTION:
LPA'S COMMITMENT TO TRANSPORTATION ALTERNATIVES PROGRAM (TAP)
PROJECT APPLICATION — FEDERAL -AID FUNDING
Whereas; Blair, Nebraska (LPA) is proposing to develop and construct a project for which it
would like to obtain Federal -aid Transportation Alternative Program (TAP) funding;
Whereas. The proposed project is briefly described as follows: Blair Middle School Connecting
Trail — N,cbraska Street from 24th to 10th Streets
Whereas- LPA understands that its proposed project will be compared with other proposed
LPA TAP projects and State will rank and select which projects will be eligible for funding;
Whereas. If LPA's project is selected, LPA commits to set aside in its budget a minimum of
20% of r�-e estimated project cost and has the financial capacity to operate and maintain the
completed facility in a s,�fe, clean and attractive manner for public use;
Wherf<:s: LPA understands that if any right-of-way is needed for this project, LPA will acquire
such righi of way in compliance with the Uniform Relocation Assistance and Real Property
Acquisition Policies Act and LPA hereby commits to use condemnation to acquire property that
cannot bf acquired by contract;

The City of Blair has begun to develop an interconnected system of pedestrian and bicycle trails that
connect B!<-iir residents to city parks, community schools, the former Dana College campus, downtwon,
and to cor; rercial and industricl employment centers in the southwesters and eastern protions of town.
The six exs3 ing trails that currently form the core of Blair's community trail system include: 1. Deerfield
Lions Tral, =Deerfield Elementry and two trailheads within the Deerfield Subdivision, 2. Cauble Creek Trail,
3. Lincln Highway Trail, 4. Steyer Trail, 5. a currently unnamed trail in the southeast cornere of the
community, and 6. Jackson Street Trail.
Despite tho implementation of the city's first six trail projects, there are still gaps that impede community
interconnectivity. For that reason, the city is actively pursuing cost -share assistance from the
Transporation Alternatives Program to eliminate a key gaps in the city's trail network. More specifically,
for purposes of this application, the city will install 2200 linear feet (10 -feet wide, 6 -inch thick) concrete
trail which �,vill replace the existing sidewalk along Nebraska Street from 24th Street to 10th Street. The
trail will connect into existing trails at Lions Park (by Depot, also restored with TE Funds),at 24th Street
(Dana College Trail, funded with TE Funds), and the Lincoln Trail at 10th Street. This trail will conenct
students on the west side of U.S. Highway 75 with the Blair Middle School by use of the existing traffic
signal at Nebraska Street.
The second trail segment will connect to the existing trail at 10th & Grant Streets to the Blair Blair Middle

and High ':schools and also the Lincoln Trail at 101h & Jackson Sstreets. This walkway segment will
provide a safe and improved access route for Blair Middle and High School students that live south of
U.S. Highway 30 by improved connection to the existing traffic signal at 10th Street and U.S. Highway 30.
The existing trail along trail along 1011 Street is 8 feet wide.
This segment will meet the eligible activities for both trail facilitites for non-mortorized uses and Safe
Routes to, School Program. The non -motorized uses currently allowed on city of Blair Trail include;
pedestrians, bycyclist, storlers, rollerbladers, amoung others. the proposed trail and sidewalks are all
located within two miles of Blair Middle and High Schools.
The local funds needed to construct and maintain the proposed project will be provided by the City of
Blair. The City will seek partnership with the Papio Missouri River Natural Resources District as a
patching source for the local funds as they have done on other past trail projects. At this time, no other
funding sources are anticipated.
The proposed trail will be made avaiable for use by all individuals, free of charge, regardless of race, age,
sex and level of functioning.

The proposed "'i rail Connectr-r on Nebraska Street will create an east -west connector trail that will greatly
enhance interconnectivity of the community's existing trails. This trail segment will create a separate, off-
road trailalong the north side of Nebraska Street, from 10th Street west to 24th Street. This trail will
interconnect with the south terminus of the Deerfield Lions Trail, a Transporation Interpitive Center at
Lions Park, cross U.S. Highway 75 (19th Street) at an existing traffic signal, routed along the north side of
the Bob Hardy RV Patrk, before ending at 24th and Nebraska Streets intersection, which is the beginning
of the Dana Trail.

IDENTIFY CONNECTIONS TO LOCAL COMMUNITY RESOURCES: (ex: recreational centers, library, park, grocery store, hospital, etc)
The propo�;ed connector trail project will connect a number of trails that currently exist making for a
complete trail system that will connect many city parks, schools, college, YMCA, offices for the Eastern
Nebraska Office on Aging, many businesses and retail locations around the city. and local governement
offices. T!, city's new library will be located on the Deerfield Lions trail which will be interconnected with
the rest of .� ie city's trails providing access to the new library to the whole city by use of trail system.
12.
IDENTIFY HOW PROJECT ENHANCES AESTHETIC OR VISUAL CHARACTER OF SITE:
Eight of`the twelve blocks of the 10th Street walkway, between Jackson and Wilbur Streets, will be built
along the' ,street's west side. The two -block segment between Jackson and Nebraska Street currently has
a 4 -foot wide walk. There are no walkways or trail avaiable sout from Washington Street to Grant Street.
A traffic signal with pedestrian crossings exists at the 10th Street and U.S. Highway 30 (Washington
Street) intersection. Extending a trail north from Grant Street to Washington Street will create a
continuous pedestrian connection from the YMCA to the Youth Sports Complete.
The fourteen blocks on Nebraska Street will connect the Dana Trail, Deerfield Lions Trail and the Lincoln
Trail all within Blair. By connecting all of these trail segments will allow the city to have trail access to
most city Barks, Transporation Interpitive Center, Missouri River front, new public library, a college and
most schools within the city.
The connt-;;tor trail project brings together all of the trails in Blair to allow the city to have a
com rehei i Jve trail system that interconnects many public facitlities and schools.
