LPA'S COMMITMENT TO TRANSPORTATION ALTERNATIVES PROGRAM (TAP)
PROJECT APPLICATION — FEDERAL -AID FUNDING
COUNCIL MEMBER INTRODUCED THE FOLLOWING RESOLUTION:
Whereas: Blair, Nebraska (LPA) is proposing to develop and construct a project for which it
would lika_� to obtain Federal -aid Transportation Alternative Program (TAP) funding;
Whereas:: The proposed project is briefly described as follows: Blair School Crossing Trail —
Sidewalk from Trailer Court to Fairview Drive;
Whereas: LPA understands that its proposed project will be compared with other proposed
LPA TAF' projects and State will rank and select which projects will be eligible for funding;
Whereas; If LPA's project is selected, LPA commits to set aside in its budget a minimum of
20% of '.'td estimated project cost and has the financial capacity to operate and maintain the
complete l facility in a safe, clean and attractive manner for public use;
Whereae= LPA understands that if any right-of-way is needed for this project, LPA will acquire
such rigl!t-of-way in compliance with the Uniform Relocation Assistance and Real Property
Acquisition Policies Act and LPA hereby commits to use condemnation to acquire property that
cannot b( -.acquired by contract;
Be It Rerolved by the Council of the City of Blair that:

LPA's project is selected by State, to fund LPA's share of the project, to develop the in

PROJECT DESCRYTION/LOCATION: (include detailed project description and location, work to be performed, and purpose and need of project;)
The City of Blair has begun to develop an interonnected system of pedestrian and bicycle trails that
connect Biair residents to city parks, community schools, Dana College campus, downtown and to
commercial and industrial emploment centers in the southwestern and eastern portions of the city. The
six existing trails that currently form the core of Blair's community trail system include: 1 Deerfiedl Lions
Trail, Deerfield Elementry School and two trailheads within the Deerfield Subdivision, 2. Dana Trail, 3.
Lincoln Highway Trail, 4. Steyer Trail, 5. a currently unnamed trail in the southeast conrer of the
community and 5. dant Street Trail.
The city, incoopoeration with the Blair Public School District have been working diligently to identify gaps
in pedestrian access to schools. This focus has concentrated on lower-income neighborhoods and newly
annexed areas of the city. The residents (and students) of the Long Mobile Home Court on Longview
Drive must cross U.S.Highway 30 and walk along gravel roads to access the Lincoln Trail that follows
Jackson and Blaine Streets in Blair. The proposed project will include the construciton of a 2400 linear
foot sidewalk 5 -feet wide, 5 -inches thick) along Longview Drive and Marina Drive, connecting the Long
Mobile_Hoi,ie Court _to_the trail. The existing trail connects to Blair Middle and Highway Schools along
with other city hparks and trails. The sidewalk will create a new pedestian crossing of U.S. Highway 30
and will be coordinated with the Nebraska Department of Roads for signage and pavement markings.
The project would meet the eligible activities for the Sate Routes to School Program. The proposed

sidewalk is locaed within two miles of the Blair Middle and High Schools.
The local fund needed to construct and maintain the proposed project will be provided by the City of Blair.
The city will also seek partnership with the Papio Missouri River Natural Resources District as a matching
source for ':he local funds as they have done on other past trail projects. At this tiem, no other funding
Sources are anticipated.
The proposed sidewalk will be made avaiable for use by all individuals, free of charge, regardless of race,
sex, age and level of functioning.

IDENTIFY CONNE .:IONP FO OTHER MODES OF TRANSPORTATION: (ex: existing trail systems, public transportation)
The propo!�ed sidewalk will parallel Longview Drive and Marina Drive and create a new crossing at the
Highway 30 intersection of Marina Drive. North of U.S. Highway 30 the propsoed sidewalk will follow
Marina Drive to the Lincoln Trail on the north side of Fairview Drive. This section will need to undercross
the Union Pacific Railroad tracks which are elevated above Marina Drive.

IDENTIFY CONNECTIONS TO LOCAL COMMUNITY RESOURCES: (ex: recreational centers, library, park, grocery store, hospital, etc)
The propsoed sidewalk will provide access to the city's trail system for students residing in the Long
Mobile Home Court. Currently there is no pedestrian access to the Long Mobile Home Court. The
propsoed sidewalk will interconnect to the Lincoln Trail that will allow children to walk to the Middle and
Highway Sf h,00l, North Elementry School and Arbor Middle School. All of these schools have direct
access to he,city's trail system which Lincoln Trail is one link.
IDENTIFY HOW PROJECT ENHANCES AESTHETIC OR VISUAL CHARACTER OF SITE:

The propsoed sidewalk will open up the eastern portion of the city's residental areas to access for
pedistrians especially children trying to walk to school. The propsoed sidewalk will tie into the city's
existing trail system which opens up many venues within the city by utilizing the city's trail system.
