10-14-2015Blair Park Board Meeting October 14, 2015 The Blair Park Board met on October 14, 2015 with Neil Jensen, chairperson; Jeene Hobbs, vice chairperson; Ardee Pounds, Roger Petersen, Todd Wick, Steve Tonn, secretary; and Pat Long, Parks Superintendent, present. Neil Jensen called the meeting to order. Ardee Pounds moved that the minutes be approved as mailed. Todd Wick seconded the motion. Motion carried. Old Business Pat Long discussed the playground plans for Lions Park. He shared with the board two estimates for playground equipment from Game Time from Cunningham Recreation. The estimates do not include a merry go round. Also must purchase 3 spring rider pieces. Jeene Hoobs suggested a transportation theme for the spring rides. Approximately cost is $800 per spring ride piece. The estimates include installation. A slide may also need to be purchased if the stairs on an existing slide cannot be replaced or repaired. $150,000 is included in the 2015 budget for Lions Park and $150,000 for a restroom. The Lions Club is proposing to donate $2000 for the Park in 2015 and $1,000 in 2016. Approximately $5000 is needed for electrical work to put electrical lines underground and electricity to the shelters. Jeene Hobbs moved that the Board instruct Pat Long to proceed with the Lions Park playground plan with minor adjustments. Ardee Pounds seconded the motion. Motion carried. The playground at Rhoades Park has been completed except for placing a bench and posting a safety sign. The old playground area will be reseeded. The new horse shoe pits at Steyer Park will be very tightly spaced. Dirt must be hauled in to level out the playing area from North to South. Plans are to start the work in October. New Business Lions Park Project (playground and the restroom) is the main project for 2016. Pat shared some drawings for restrooms. Todd Wick, Jeene Hobbs and Steve Tonn volunteered to serve on a committee to recommend a restroom design. It was also suggested that a member of the Depot Committee be invited to serve on the committee. Jeene Hobbs will contact the Depot Committee for a representative. The committee will meet on Oct. 28, 7 p.m. at the Blair Police Dept. Pat Long reported that the Blair Police will purchase a roving camera, dummy cameras for Black Elk Neihardt Park. Two speed bumps will also be installed in the park parking lot. Plus more policing of the park will be done. The park will be closed %2 hour after sunset and open 1/2 hour before sunrise. Jeene Hobbs asked to discuss park hours. She commented that the Blair City Web site needs clarification regarding park hours. City statutes need to be updated. Reservations supercede regulations. Pat will ask Phil Green, assistant city administrator, to review the statutes. Jeene Hobbs moved that Phil Green, assistant city administrator, review the inconsistencies in the park hours of operation in the statutes and to bring consistency to hours of operation for all parks.
