LPA'S COMMITMENT TO TRANSPORTATION ALTERNATIVES PROGRAM (TAP)
PROJECT APPLICATION — FEDERAL -AID FUNDING
COUNCIL MEMBER HANSEN INTRODUCED THE FOLLOWING RESOLUTION:
Whereas: Blair, Nebraska (LPA) is proposing to develop and construct a project for which it
would like to obtain Federal -aid Transportation Alternative Program (TAP) funding;
Whereas: The proposed project is briefly described as follows: Construct a new sidewalk from
the south side of Highway 30 north along Marina Drive crossing Highway 30 to the intersection
of Marina Drive and Blaine Street tying into the newly constructed Lincoln Trail Connector on
Blaine Street,
Whereas: LPA understands that its proposed project will be compared with other proposed
LPA TAP projects and State will rank and select which projects will be eligible for funding;
Whereas: If LPA's project is selected, LPA commits to set aside in its budget a minimum of
20% of the estimated project cost and has the financial capacity to operate and maintain the
completed facility in a safe, clean and attractive manner for public use;
Whereas: LPA understands that if any right-of-way is needed for this project, LPA will acquire
such right-of-way in compliance with the Uniform Relocation Assistance and Real Property
Acquisition Policies Act and LPA hereby commits to use condemnation to acquire property that
cannot be acquired by contract;
Be It Resolved by the Council of the Blair, Nebraska that:
This resolution, when signed by the Mayor/Chairperson, is LPA's commitment in the event
LPA's project is selected by State, to fund LPA's share of the project, to develop the in
accordance with all applicable Federal -aid and State requirements, and to, when necessary,
acquire any right-of-way by condemnation when it cannot reasonably acquired by contract.
COUNCIL MEMBER WOLFF MOVED THAT THE RESOLUTION BE ADOPTED AS
READ, WHICH SAID MOTION WAS SECONDED BY COUNCIL MEMBER JENSEN.
UPON ROLL CALL, COUNCIL MEMBERS STEWART, WILLIS, HANSEN, WOLFF,
JENSEN, HALL AND ANDERSEN VOTING "AYE", AND COUNCIL MEMBERS NONE
VOTING "NAY", THE MAYOR DECLARED THE FOREGOING RESOLUTION PASSED
AND ADOPTED THIS 27TH DAY OF OCTOBER, 2015.

PROJECT DESCRIPTION/LOCATION: (Include detailed project description and location, work to be performed, and purpose and need of project;)
The city of Blair has begun to develop an interconnected system of pedestrian and bicycle trails that
connect Blair residents to city parks, community schools, the former Dana College campus, downtown,
and to commercial and industrial employment centers in the southwestern and eastern portions of town.
The six existing trails that currently form the core of Blair's community trail system include: 1. Deerfield
Lions Park Trail, Deerfield Elementary and two trailheads within the Deerfield subdivision, 2. Cauble
Creek Trail, 3. Lincoln Highway Trail, 4. Steyer Trail, 5. a currently unnamed trail in the southeast corner
of the community, and 6. Jackson Street Trail.
The city, incooperation with the Blair Public School District have been working diligently to identify gaps in
pedestrian access to schools. This focus has concentrated on lower-income neighborhoods and newly
annexed areas of the city. The residents (and students) of the mobile home court on Longview Drive
must cross U.S. Highway 30 and walk along gravel roads to access the Lincoln Trail that follows Jackson
and Blaine Streets in Blair. The proposed project will include the construction of a 2,400± linear foot
sidewalk (6-fiit wide, 5" thick) along Longview Drive & Marina Drive, connecting the mobile home court to
the trail. The existing trail connects to Blair Middle School along with other city parks and trails. The walk
will create a new pedestrian crossing of U.S. Highway 30 and will be coordinated with the Nebraska
Department of Roads for signage and pavement markings.
