2015-36Whereas: Blair, Nebraska (LPA) is proposing to develop and construct a project for which it
would like to obtain Federal -aid Transportation Alternative Program (TAP) funding;
Whereas: The proposed project is briefly described as follows: Construct Dana Trail Connector
from 24th & Nebraska Streets to 13th Street and from 14th Street to 10th & Nebraska Streets, and
Extend the trail on 10th Street from Grant Street to Jackson Street Intersection;
Whereas: LPA understands that its proposed project will be compared with other proposed
LPA TAP projects and State will rank and select which projects will be eligible for funding;
Whereas: If LPA's project is selected, LPA commits to set aside in its budget a minimum of
20% of the estimated project cost and has the financial capacity to operate and maintain the
completed facility in a safe, clean and attractive manner for public use;
Whereas: LPA understands that if any right-of-way is needed for this project, LPA will acquire
such right-of-way in compliance with the Uniform Relocation Assistance and Real Property
Acquisition Policies Act and LPA hereby commits to use condemnation to acquire property that
cannot be acquired by contract;
Be It Resolved by the Council of the Blair, Nebraska that:
This resolution, when signed by the Mayor/Chairperson, is LPA's commitment in the event
LPA's project is selected by State, to fund LPA's share of the project, to develop the in
accordance with all applicable Federal -aid and State requirements, and to, when necessary,
acquire any right-of-way by condemnation when it cannot reasonably acquired by contract..

READ, WHICH SAID MOTION WAS SECONDED BY COUNCIL MEMBER ANDERSEN.

JENSEN, HALL AND ANDERSEN VOTING "AYE", AND COUNCIL MEMBERS NONE
VOTING "NAY", THE MAYOR DECLARED THE FOREGOING RESOLUTION PASSED

The city of Blair has begun to develop an interconnected system of pedestrian and bicycle trails that
connect Blair residents to city parks, community schools, the former Dana College campus, downtown,
and to commercial and industrial employment centers in the southwestern and eastern portions of town.
The six existing trails that currently form the core of Blair's community trail system include: 1. Deerfield
Lions Park Trail, Deerfield Elementary and two trailheads within the Deerfield subdivision, 2. Cauble
Creek Trail, 3. Lincoln Highway Trail, 4. Steyer Trail, 5. a currently unnamed trail in the southeast corner
of the community, and 6. Jackson Street Trail.
Despite the implementation of the city's first six trail projects, there are still gaps that impede community
interconnectivity. For that . reason, the city is actively pursuing cost -share assistance from the
Transportation Alternatives Program 'to eliminate a key gaps in the city's trail network. More specifically,
for purposes of this application, the city will install a 2,200± linear feet (10 -feet wide, 6 -inch thick)
concrete trail which will replace the existing sidewalk along Nebraska Street from 24th Street to 10th
Street. The trail will connect into existing trails at Lions Park (by the Depot, also restored with TE funds),
at 24th Street (Dana College trai, funded with RE funds), and the Lincoln Trail at 10th Street. This trail will
connect students on the west side of U.S. Highway 75 with the Blair Middle School by use of the existing
traffic signal at Nebraska Street.
