COUNCIL MEMBER WOLFF INTRODUCED THE FOLLOWING ORDINANCE:
AN ORDINANCE CREATING PAVING DISTRICT NO. 195 IN THE CITY OF BLAIR,
WASHINGTON COUNTY, NEBRASKA, DESCRIBING SAID STREET IMPROVEMENT
DISTRICT AND IMPROVEMENTS TO BE CONSTRUCTED THEREIN, AND PROVIDING
THAT SPECIAL ASSESSMENTS MAY BE LEVIED IN PROPORTION TO BENEFITS TO
THE PROPERTY IN SAID DISTRICT.
BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF BLAIR,
NEBRASKA:
SECTION 1. Pursuant to Sections 16-617, 16-617.01, 16-618, 16-619 and 16-620,
R.R.S. Neb. 1997, Paving District No. 195 be and the same is hereby created within the City of
Blair, Nebraska, the outer boundaries of which District shall encompass the following -described
properties together with the street described below upon which said properties abut, TO -WIT:
All of Lots 7 and 8, Pleasant Valley II, a subdivision in the City of Blair, together with the
Nineteen Avenue right-of-way adjacent to said Lots 7 and 8, Washington County, Nebraska and
being more particularly described as follows: Beginning at the southeast corner of said Lot 8,
Pleasant Valley II; thence S89"5755"W (an assumed bearing relative to all bearings contained
herein) for 622.83 feet along the south line of said Lots 7 and 8, Pleasant Valley Il; Thence
northerly along the westerly line of said Lot 7, Pleasant Valley II (also being the easterly right-
of-way line of U.S. Highway 30) for the following five (5) courses; (1) NO3'37'54"E for 111.66
feet; (2) N12'55'48"E for 60.84 feet; (3) NO3'29'22"E for 75.01 feet; (4) N14'04'36"W for 71.39
feet; (5) N06' 17'43 "W for 83.17 feet; Thence easterly along the north line of said Lot 7, Pleasant
Valley II (also being the southerly right-of-way line of Pleasant Valley Boulevard) for the
following three (3) courses; (1) S86'32'09"E for 16.81 feet; (2) northeasterly along a 125.00 foot
radius curve to the left (chord bearing N70'36'30"E for 96.69 feet) for on arc length of 99.28 feet;
(3) northeasterly along a 75.00 foot radius reverse curve to the right (chord bearing N68"5628"E
for 54.00 feet) for on arc length of 55.24 feet; thence N89"59'40"E for 464.92 feet along the
north line of said Lots 7 and 8, Pleasant Valley II (also being the southerly right-of-way line of
Pleasant Valley Boulevard); thence S00'05'56"E for 447.69 feet along the east line of said Lot 8,
Pleasant Valley II, to the point of beginning. Contains 269,435 square feet or 6.185 acres more or
less.
Within said District, the street to be improved and improvements to be included are:
19th Avenue south from Pleasant Valley Blvd. approximately 370 lineal feet
ending in an extended temporary cul-de-sac. Also included is the necessary storm
sewer extensions and up sizing from Highway 30 east on Pleasant Valley Blvd. to
and including the intersection of 19th Avenue and Pleasant Valley Blvd.
SECTION 2: The improvements to be constructed in Paving District Number 195 shall
include grading, paving, curbing, guttering, storm sewer and other necessary or incidental
appurtenances to the improvements. Paving will consist of 25 feet wide 7 inch thick Portland
Cement Concrete pavement.
SECTION 3: All of said improvements shall be constructed to the established grades as
fixed by ordinance of said City and shall be constructed in accordance with plans and
specifications to be approved by the City Council. Said improvements in Paving District
Number 195 shall be made at public cost, and the cost of such improvements, excepting street
intersections, shall be assessed against the property within said District specifically benefited
thereby, in proportion to such benefit and by Developers Agreement.
SECTION 4. That this ordinance shall be known as Ordinance No. 2296 and shall be in
effect from and after its passage, approval and publication according to law.
