Formal Letter CE-2015-0095.tif CITY Of bLA November 4, 2015 DIANNA PICKELL 1916 L ST TEKAMAH, NE 68061 Re: 1268 Nebraska Street, Blair, NE Dear Ms. Pickell: As we discussed on the phone, both prior to the "Do Not Occupy" posting and after, the tall weeds and grasses, debris, trash, and household goods located on the property at 1268 Nebraska Street, still needs to be removed. As power-of-attorney for Alvin & Loretta Holiday I am sending this letter to you instead of them. You mentioned that the property is going to foreclosed, but the legal owners, as of Nov. 4, 2015, are still the Holiday's and I am afraid it is still their responsibility. Below is a list of the violations. I have also enclosed photos. Code Description 04-506 NUISANCES; WEEDS, GRASSES, AND WORTHLESS VEGETATION; LITTER. In addition to the definitions as provided in Sections 4-501 to 4-505 inclusive, a nuisance is hereby declared to be and defined as permitting, allowing, or maintaining any growth of twelve inches or more in height of weeds, grasses, or worthless vegetation, or to litter or cause litter to be deposited or remain on any premises in the municipality except in proper receptacles. 06-333 MISDEMEANORS; JUNK ACCUMULATIONS. It shall be unlawful for any property owner or lessee to allow an accumulation of junk on property that is located within the corporate limits to the extent that such accumulation is a potential hazard to the health and safety of the residents of the Municipality. Junk shall mean old scrap, copper, brass, iron, steel, rope, rags, batteries, paper, trash, rubber debris, waste, motor vehicles or recreational equipment of any kind including, but not limited to, motorcycles, all terrain vehicles, automobiles, trucks, boats and trailers which are dismantled, unlicensed or unregistered in violation of Chapter 60, Article 3 R.R.S. Nebraska (as amended from time to time), abandoned, inoperable, or wrecked automobiles, or parts thereof, wood, limbs, vegetation, and other old or scrap ferrous or nonferrous material. I have enclosed several copies of Blair's fall cleanup schedule. This is a free service and there is a list of materials that they do and do not accept. There are also dumpsters for yard waste. As a reminder, the property owned by the Holiday's includes the lot north of the house. The City of Blair policy is to give the homeowner five days after receipt of a formal letter (like this) to remedy the violations and if they property is still in violation after five days, a $100 citation is issued to the homeowner.
