Although you may not know this, the right-of-way is immediately to the south of the home at 1311 Prospect Ave. Please review the photos. Your parking situation is a concern for access, but the bigger concern is the debris (including a dismantled a/c unit) and outdoor play toys, along with a vehicle, that blocks access to the ROW. This is a violation of the following municipal codes: Code Description 06-333 MISDEMEANORS; JUNK ACCUMULATIONS. It shall be unlawful for any property owner or lessee to allow an accumulation of junk on property that is located within the corporate limits to the extent that such accumulation is a potential hazard to the health and safety of the residents of the Municipality. Junk shall mean old scrap, copper, brass, iron, steel, rope, rags, batteries, paper, trash, rubber debris, waste, motor vehicles or recreational equipment of any kind including, but not limited to, motorcycles, all terrain vehicles, automobiles, trucks, boats and trailers which are dismantled, unlicensed or unregistered in violation of Chapter 60, Article 3 R.R.S. Nebraska (as amended from time to time), abandoned, inoperable, or wrecked automobiles, or parts thereof, wood, limbs, vegetation, and other old or scrap ferrous or nonferrous material. 08-105 (C) MUNICIPAL PROPERTY AND RIGHT OF WAY; OBSTRUCTIONS Any unlawful obstructions may be removed by the City of Blair at the expense of the person, persons, firm, corporation or other entity, owning, placing or allowing such obstruction to be unlawfully placed, should such person, persons, firm, corporation or other entity fail or neglect to remove the same after written notice thereof. Five days after the date of this "courtesy" notice, the above property will be inspected to assure the violation has been corrected / removed.
