of the reasons required by section R907.3

tlets, collars or metal counter- flashing were not reinstalled if rusted. (R907.5)
FLASHING INSTALLED PROPERLY: Flashing shall be recon'structed in accordance
with approved manufacturer's installation instructions. Metal flashing to which
