11451 Co Rd 18104 C� November 19, 2013 RE: Dale & Ann Clark 11451 Co Rd 18, Blair, NE 68008 TL 88 in Section 1, Township 18, Range 11, Washington County, Nebraska To Whom It May Concern: The above property is in the City of Blair's zoning jurisdiction and is currently located in the flood plain on Panel 159, Map Number 31177CO159D effective January 6, 2012. The City of Blair is required to enforce all regulations required by the Federal Emergency Management Agency under the National Flood Insurance Program (NFIP) in regard to new construction or substantial improvements of residential structures located in a flood plain. (See enclosed City of Blair Zoning Regulations in reference to the Flood Plain District) A Substantial Damage Computation on the former Clark house was done as follows: $107,580.00 Assessed value of "residential structure only" in 2011 $ 53,790.00 Minimum "Substantial Damage" limit (50% of assessed value) $ 73,234.40 Estimated damage from Jon Steiger insurance report Therefore, the City of Blair determined that Substantial Damage did occur to the former residential structure. Repairs were required to bring the former residential structure into complete compliance with all floodplain regulations, including the elevation of the existing structure to one foot above the Base Flood Elevation (BFE).
