2014-14RESOLUTION NO. 2014-14
WHEREAS, the city of Blair, Nebraska received approval to utilize Federal -aid Surface
Transportation Program (STP) funds for Jackson & Blaine Streets and Marina Drive
reconstruction from damages sustained from the 2011 Missouri River Flooding project for Fiscal
Year 2014; and
WHEREAS, the minimum design standards according to the Rules and Regulations of
the Board of Public Roads Classifications and Standards, Title 428 of the Nebraska
Administrative Code, require construction of a curve to have a. maximum of a 20 degree curve
for local roads with posted 25 mph speed limits and normal crown, and;
WHEREAS, the horizontal curve on Marina Drive does meet the minimum radius of 198
feet for the 25 mph designed speed with a normal crown as stated in the American Association of
State Highways and Transportation Officials manual for Low -Speed Urban Streets, and;
WHEREAS, Blair, Nebraska is seeking relaxation of the design standards to allow the
city to proceed with this project without reconstructing the existing horizontal curve on Marina
Drive south of the Union Pacific Railroad Trestle.
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL
OF THE CITY OF BLAIR, NEBRASKA, that the request to seek the relaxation of design
standards for this project is hereby approved.
BE IT FURTHER RESOLVED, that the Street Superintendent is hereby authorized and
directed to execute such request on behalf of the City of Blair, Nebraska.
COUNCIL MEMBER STEWART MOVED THAT THE RESOLUTION BE ADOPTED AS
READ, WHICH SAID MOTION WAS SECONDED BY COUNCIL MEMBER JENSEN
UPON ROLL CALL, COUNCIL MEMBERS SHEPARD, STEWART, KEPHART,
CHRISTIANSEN, JENSEN, ANDERSEN AND HALL VOTING "AYE ", AND COUNCIL
MEMBERS NONE VOTING "NAY ", THE MAYOR DECLARED THE FOREGOING
RESOLUTION PASSED AND ADOPTED THIS 22 DAY OF APRIL, 2014.
