For the following project (brief description):
Completion ion of a Blight Substandard Determination Study and General Redevelopment Plan of the
study area delineated in Exhibit A.

1) Blight Substandard Study:
a) Review of City records for existing areas declared Blighted and Substandard (City
of Blair will provide existing Blight and Substandard Determination Studies and
access to available GIS Shapefiles)
b) Field evaluation of the Study Area
c) Analysis of the Study Area to determine the presence of blight or substandard
conditions as defined by state statute. The Study Area will be reviewed in the
four subareas as depicted in Exhibit A.
d) Prepare final report on blight/substandard conditions
e) JEO has included the cost for two (2) trips to the site for completion of the
services defined in this section.
f) Present Study at the Planning Commission and CRA meetings.
2) General Redevelopment Plan:
a) Give recommendations for eliminating blight/substandard conditions
b) Outline what is said about the area within the current comprehensive plan
c) Review Developers proposed Site Plan.
d) Present Plan at the Planning Commission and CRA meetings (one meeting each).

Deliverables
e) Up to 15 printed copies of the Blight Substandard Study and General
Redevelopment Plan.
fj Electronic copy of the Blight Substandard Study and General Redevelopment
Plan on CD.
3) Project Timeline:
Upon receipt of this agreement, JEO Consulting Group shall deliver the documents to the
client within 60 days.
TERMS AND CONDITIONS:
1) LUMP -SUM FEE
JEO proposes to provide the services defined above for the fees defined below:
Blight and Substandard Study and General Redevelopment Plan -- $6,250.00
2) LEGAL REVIEW
a) The client will be responsible for obtaining Legal review of the Blight
Substandard Study and General Redevelopment Plan. JEO will make necessary
changes to the documents provided those changes are given to JEO within two
weeks of submitting the documents to the city and /or the city's chosen attorney.
3) PAYMENTS
a) Retainer: A retainer will not be required for this project.
b) Progress Payments:
i) JEO will bill for services completed near the beginning of each month. All
invoices are due payable upon receipt and are considered delinquent after 30
days.
ii) Invoices not paid within 30 days may be charged interest at the annual rate of
12 %.
iii) Payments will be applied first to interest then principal.
iv) Work by JEO will cease if invoices have not been paid in Rill within 60 days
and will not begin again until full payment with interest has been received.
4) REIMBURSABLE EXPENSES
a) Typical reimbursable expenses are included in the lump -sure and include:
i) Mileage for trips required to complete the work defined above
ii) Long distance phone calls
iii) Meals
iv) Other travel expenses
v) Software
vi) Copies /prints
vii)Paxes
b) Other reimbursable expenses shall be billed at 110% of their cost. (None are
anticipated on this project)

5) ADDITIONAL SERVICES
a) For Additional Services, whether requested in writing or verbally by the Owner,
work shall be completed at hourly rates as follows:
i) Planning Department Manager: $187.00 /hour
ii) Project Manager $135.00 /hour
in) Planner: $ 95.00 /hour
iv) Clerical: $ 70.00 /hour
b) Typical additional services include but may not be limited to:
i) Revisions to work completed other than revisions specifically defined above
ii) Development of additional maps or other documentation with information not
specifically shown to be provided in this document
iii) Any requested increase in the scope of work
6) Contract Time
If the Basic Services covered by this Agreement have not been completed by April 1,
2014, through no fault of JEO, extension of JEO's services beyond that time shall be
compensated as additional services.
7) ACCEPTANCE OF PROPOSAL
If the terms of the Proposal are acceptable to you, please sign the following as acceptance
and indication that you are qualified to sign this agreement on behalf of the Owner.
Further, your signature indicates that you are authorized to make firture decisions as to
the modification, extension or termination of this agreement.
