It is recognized that the Three Rivers District Health Department is engaged in
the provision of vital public health programs and services that help citizens of
Dodge, Saunders, and Washington counties live healthier lives. It is further
recognized that the Three Rivers District Health Department will be called upon
to provide services during a public health emergency to protect the citizens of
Dodge, Saunders and Washington Counties from disease, disability, and death.
In order to provide these vital services the Three Rivers District Health
Department will need additional resources and support to conduct effective
emergency response activities.
Blair City Administrators, located at 218 South 16 Street, Blair Nebraska, is
well suited to assist Three Rivers District Health Department in the event of a
public health emergency. In the event of a public health emergency Blair City
Administrators intends to assist the Three Rivers District Health Department and
provide the following in order to support public health emergency response
efforts.
1. ACTION: When requested Blair City Administrators will enact response
plans in accordance with the nature and scope of the public health event.
2. RELEASE OF LIABILITY: the Three Rivers District Health Department
agrees to hold Blair City Administrators harmless from any damage or
injury sustained by any person during the implementation of large scale
disease control measures including mass dispensing, distribution and
vaccination by the Three Rivers District Health Department.
It is agreed that nothing contained herein is intended or should be construed in
any manner as creating or establishing a partnership or joint venture. Any human
resources loaned by the organization for the purpose of administering medication
shall not be deemed as employees, agents or contractors of Three Rivers District
Health Department for any pu ®se whatsoever, including but not limited to
wages or salaries, insurance benefits, or other benefits.
Within a one -year period of the effective date, or following a public health
emergency, this Letter of Concurrence will be reviewed by both the Three Rivers
District Health Department and Blair City Administrators. If agreeable at the
time of the review, this Letter may be extended. Any necessary adjustment to
reflect the expectations of each entity should be made at that time. In addition to
this scheduled review, at any time there are organization changes that may
impact the expectations of this Letter they will be conveyed to the contacts
identified by this Letter as soon as possible.
