I have reviewed the ETTCS site modifications detailed in the plans you sent us. As indicated on the attached
marls up to the first page of your plans, NO permits are required from the City of Blair.
The City of Blair does not issue electrical permits for non - residential structures. Therefore, as indicated on the
attached marls up, please contact the Nebraska State Electrical Board at 402.471.3550 to verify whether they
will require an electrical permit for the work that is being done.

Our client, AT &T, is working on providing better service to your area by modifying the existing equipment at the site
listed below. In order for the advancement to occur, we (Black and Veatch /Overland Contracting) are seeking
confirmation if any, or that no permits will be required by the City of Blair to proceed with the work described below
and shown as shown on the attached Construction Drawings.

The project proposal is an equipment modification that includes minor hand - digging for the installation of a Fiber Optic
Cable Run (ETTCS) and a Smart Integrated Automated Device (SIAD) to assist in providing network coverage and
improving wireless service capacity.

All proposed work will be completed within the existing easement and fenced in area and within the existing AT &T
sheltered area. No modifications are proposed to the existing antenna.
Please review the attached Construction Drawings and aerial photograph, and if you could be so kind, respond via this
email to confirm if any, or that no building, electrical, utility or excavation permits or any other zoning action is
necessary by Carroll County to move forward with this project.
