RESOLUTION NO. 2007 - 17
COUNCIL MEMBER SCHEVE INTRODUCED THE FOLLOWING RESOLUTION:
WHEREAS, the City of Blair, Nebraska in furtherance of economic and community stability
shall require that all new or expanded single retail stores in a single building, combination of
buildings, single tenant space and /or combination of tenants spaces, that exceed 50,000 gross square
feet of floor area in the aggregate shall not be permitted unless the City of Blair finds that the project
will not have an undue adverse impact on local wages, housing costs or on the ability of the City of
Blair to provide municipal services and facilities through the diminution of property values and /or
tax revenues resulting from the loss of economic viability of existing commercial enterprises.
WHEREAS, to this end, upon receipt to the City of Blair of an application for such a retail
store, the applicant shall retain, at the applicants expense, a consultant from a list of approved
consultants provided by the City of Blair to perform a Community Impact Study of the projected
costs and benefits to the community resulting from the project.
WHEREAS, the existing applicable City of Blair zoning ordinances shall be amended to
require an application process as indicated above in order to protect and sustain the economic
viability of the City of Blair and commercial enterprises located therein.
NOW, THEREFORE BE IT RESOLVED by the Mayor and City Council of Blair that the
staff for the City of Blair is hereby authorized to commence the process of amending the zoning and
planning requirements to achieve the changes as indicated above.
COUNCIL MEMBER CHRISTIANSEN MOVED THAT THE RESOLUTION BE ADOPTED AS
READ, WHICH SAID MOTION WAS SECONDED BY COUNCIL MEMBER STEWART.
UPON ROLL CALL, COUNCIL MEMBERS WOLFF, CHRISTIANSEN, FANOELE AND
STEWART VOTING AYE AND COUNCIL MEMBERS SHOTWELL, SCHEVE, ABBOTT AND
BIFFAR VOTING NAY, THE MAYOR CAST THE TIE BREAKING VOTE BY VOTING NAY
AND DECLARED THE FOREGOING RESOLUTION WAS FAILED THIS 13TH DAY OF
MARCH, 2007.
