2012-38 - Request to reduce design standards on Fairview DrRESOLUTION 2012 -38 COUNCIL MEMBER STEWART INTRODUCED THE FOLLOWING RESOLUTION: WHEREAS, the city of Blair, Nebraska was impacted by the 2010 Missouri River Flooding that destroyed Fairview Drive, a Local Road in Blair, Nebraska, and; WHEREAS, the City of Blair, Nebraska has been working with Federal Emergency Management Agency Officials though the Federal Disaster 4013 declaration, and; WHEREAS, the minimum design standards according to the Rules and Regulations of the Board of Public Roads Classifications and Standards, Title 428 of the Nebraska Administrative Code, require construction of a local urban road to be a minimum of 24 feet wide with curb and gutter and 2 feet of shoulders, and; WHEREAS, Federal Emergency Management Agency Officials have stated that Blair does not need to reconstruct Fairview Drive to Title 428 of the Nebraska Administrative Code Standards and that Fairview Drive can be reconstructed as it existed as an 18 feet wide local road, and; WHEREAS, Blair, Nebraska is seeking a relaxation of Title 428 of the Nebraska Administrative Code requiring local roads be designed and constructed 24 feet wide with curb and gutter with a 2 feet wide shoulder. NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF BLAIR, NEBRASKA, that the request to seek the relaxation of design standards for this project is hereby approved. BE IT FURTHER RESOLVED, that the Street Superintendent is hereby authorized and directed to execute such request on behalf of the City of Blair, Nebraska. Box 94759 Lincoln,'NE 68509 -4759 Subject: Request of Relaxation of Standards for Pavement Width Fairview Drive Reconstruction Blair, Nebraska Dear Mr. Shultz: The Missouri river flooding of 2010 impacted the City of Blair, Nebraska requiring the city to take drastic measures to protect the city's water and wastewater treatment plants from being inundated with flood waters. During this work Fairview Drive, which provides the only access to the treatment plants, was destroyed due to oversized equipment utilizing the road to access the area to help with the flood fight. Washington County, Nebraska was declared a natural disaster by the President in late summer 2010. Blair submitted many claims to FEMA from the flooding event including the reconstruction of Fairview Drive. Over the past year Blair has met with FEMA officials on numerous occasions to review the reconstruction of Fairview Drive. During one of those conversations a FEMA engineer stated he contact the NDOR to verify if the city was required to reconstruct Fairview Drive to current standards or could it be reconstructed to its current width of 18 feet wide. He stated NDOR informed him that Blair would be allowed to reconstruct the road 18 feet wide verses the current design standard for urban road which is 24 feet wide with curb and gutter with 2 feet shoulders. I asked for the name of the NDOR official he talked to but he could not recall the name of the individual. Therefore Blair feels it is necessary to make a request to the Board of Classifications and Standards to reconstruct Fairview Drive to the current pavement width of 18 feet to verify if the standard for local roads can be reduced. This should remove any further discussion and debate either way for this road and this issue. Design Improvements ADT ADT Speed Missouri R Fairview Drive Marina River 500 700 Local 25 Reconstruction Tue,20 Nov 2012 10:16:32 Design Standards The existing width of Fairview Drive was 18 feet wide but the design standard as set forth in the 2008 Nebraska Minimum Design Standards is 24 feet wide with curb and gutter and a 2 feet wide shoulder. Fairview Drive did not meet the minimum standard for local road per the 2008 Minimum Design Standards. Crash Analysis A crash analysis was not prepared for this project due to the construction scope of the project as well as the horizontal curve of concern meeting AASHTO Greenbook minimum radius. Cost Analysis The cost to reconstruct Fairview Drive at 18 feet width is $300,000 and the cost estimate to reconstruct Fairview Drive at the current design standards is estimated at $400,000. Environmental Impacts Environmental impacts are not expected to be impacted adversely with either pavement width. All work will be within existing right -of -ways. Relaxation Request The City of Blair is requesting the Local Project Division to approve a minimum pavement width relaxation of standards for Municipal Streets — Local for Fairview Drive from Marina Drive to end of road. The need for the request is need to allow Blair, Nebraska to be able to move forward with negotiations with FEMA officials as to the minimum width of the road for reconstruction. The Blair City Council approved the requesting of relaxation of standards on November 27, 2012. (See Exhibit 1). The City of Blair is formally submitting a request for relaxation of standards to the Local Project Division.
