2012-11-27 STP Funds for Jackson & Blaine St.RESOLUTION NO. 2012- 37
COUNCIL MEMBER HALL INTRODUCED THE FOLLOWING RESOLUTION:
WHEREAS, the city of Blair, Nebraska received approval to utilize Federal -aid Surface
Transportation Program (STP) funds for the Jackson & Blaine Streets Improvements project for
Fiscal Year 2014; and
WHEREAS, the minimum design standards according to the Rules and Regulations of
the Board of Public Roads Classifications and Standards, Title 428 of the Nebraska
Administrative Code, require construction of a curve to have a maximum of a 20 degree curve
for local roads with posted 25 mph speed limits and normal crown, and;
WHEREAS, the horizontal curve on Jackson Street does meet the minimum radius of 198
feet for the 25 mph designed speed with a normal crown as stated in the American Association of
State Highways and Transportation Officials manual for Low -Speed Urban Streets, and;
WHEREAS, Blair, Nebraska is seeking relaxation of the design standards to allow the
city to proceed with this project without reconstructing the existing horizontal curve on Jackson
Street at the River Road Intersection.
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL
OF THE CITY OF BLAIR, NEBRASKA, that the request to seek the relaxation of design
standards for this project is hereby approved.
BE IT FURTHER RESOLVED, that the Street Superintendent is hereby authorized and
directed to execute such request on behalf of the City of Blair, Nebraska.

Dear Mr. Freidrichs:
The City of Blair is planning to construct improvements to Jackson Street and Blaine Street a
federal -aid route within the city limits, from 1000' west of North 3 rd Street to approximately 150'
west of its intersection with Marina Drive. The existing roadway of Jackson Street and Blaine
Street consists of 2, 11' -wide lanes of asphalt pavement with earth shoulders and ditches for storm
water conveyance. The improvements to Jackson Street and Blaine Street will be limited to the
construction of concrete combination curb and gutter at the north and south edges of the existing
asphalt pavement, constructing a storm sewer system to convey the storm water runoff and
constructing an eight foot wide pedestrian /bicycle trail along the north side of the road complete
with ADA curb ramps at all intersecting streets.
Where Jackson Street becomes Blaine Street at the intersection with River Road, the existing
horizontal curve does not meet minimum design standards as defined in the 2008 Nebraska
Minimum Design Standards for a collector roadway. Below is a summary of design standards for
Jackson Street and Blaine Street.

Design Standards
The existing horizontal alignment of Jackson Street and Blaine_Street meets the minimum design
for Municipal Streets - Collector standards as set forth in the 2008 Nebraska Minimum Design
Standards, except for one curve.
The horizontal curve beginning at Sta 119 +91.71 and ending at Sta 120 +99.68 has a radius of 200'
which equates to a 28 0 38'52.6" degree of curvature. This' curve exceeds the maximum allowable

horizontal curve (degree) of 20 °. The horizontal curve of concern does meet the minimum radius
of 198', for the 25 mph design speed with normal crown as stated in the American Association of
State Highway and Transportation Officials ( AASHTO) "A Policy of Geometric Design of Highways
and Streets" 2004 Edition ( Greenbook), Exhibit 3 -16 Minimum Radii and Superelevation for Low -
Speed Urban Streets.
Crash Analysis
A crash analysis was not prepared for this project due to the construction scope of the project as well
as the horizontal curve of concern meeting AASHTO Greenbook minimum radius.
Cost Analysis
A cost analysis was not prepared as the horizontal curve of concern does meet the minimum
radius for the 25 mph design speed as stated in the AASHTO Greenbook.
Environmental Impacts
Environmental impacts were not addressed as the horizontal curve of concern does meet the
minimum radius for the 25 mph design speed as stated in the AASHTO Greenbook.
Relaxation Request
The City of Blair is requesting the Local Project Division to approve a maximum horizontal curve
(degree) relaxation of standards for Municipal Streets — Other Arterial and Collector roadways for
the alignment of Jackson Street and Blaine Street. The need for the relaxation of design standards
is based upon meeting minimum design standards outlined in AASHTO Greenbook and the scope
of the proposed project improvements. The proposed project improvements consist of pavement
preservation activities with overall drainage improvements and not complete reconstruction
activities.
The Blair City Council approved the requesting of relaxation of standards on November 27, 2012.
(See Exhibit 1). The City of Blair is formally submitting a request for relaxation of standards to the
Local Project Division.
