Dear Members of the Blair City Council,
I am writing to ask of the City Council permission to place a natural rock on a granite base on my father's grave in the
Blair Cemetery. I spoke with Pat Long, the cemetery caretaker, about my mother's desire to use a natural rock, and he
informed me that I would have to get special dispensation. In 1976, when my brother, Lyle Erwin McBride, III, died at
age 22, he was buried in the Blair Cemetery. My parents chose a granite base and imported a granite stone from
Massachusetts, where my brother had grown up, to place on it. (Photographs included.)
My father, Lyle Erwin McBride, Jr., died in December of 2011 and is buried next to my brother. Since my father was born
and brought up in Nebraska, my mother wishes to have a similar granite base with a natural rock from the family farm in
Herman placed on it. Thus the father and son gravestones would be similar. Having a rock up on a base would provide
regularity of size making mowing easy and we would waive any responsibility on the part of the caretakers and the city.
We have contacted a monument company that would be willing to work with a natural rock, and since my brother's
gravestone has been in place for almost 37 years with no problems, we are confident that the rock will not crack or split.
My mother would appreciate your agreeing to this special rock — it would mean so much to her and the rest of the
family to have matching gravestones for Lyle, Jr. and Lyle, III. Thank you for your consideration.

7. All monuments or markers shall be no more than 16" in
width and be set in a straight line with lot lines. All
monument companies shall locate all corner pins in
order to maintain said straight lines.
8. For all large monuments the City reserves the right to
regulate the construction materials, size and design,
which will prevent settlement or damage to the stone
work, or regulate that which would detract from the
dignity or appearance of the Cemetery.
9. All new ground level vases shall be installed against the
monument or markers as part of the base or wash on
the North and South ends only. The only exception
shall be where one vase is being replaced and must
match a second existing vase.
10. No foundation or vase shall extend outside the grave
space or lot owned by a lot owner.
11. No cement shall surround the sides of a monument or
marker.
12. All monuments or markers shall be constructed or
marble, granite, or bronze. Rock, steel, aluminum, or
formed concrete plate etc. shall not be used for markers
or monuments.
13. The setting of monuments, markers, or vases and the
transportation of all tools, materials, etc. within the
cemetery shall be subject to the supervision and control
of the Superintendent. Vehicle traffic will not be
permitted within the Blair Cemetery when in the opinion
of the Superintendent such traffic may cause damage
to roadways.
14. Monuments or markers shall not be removed unless
notice has been given to the Superintendent in writing.
