2006-41RESOLUTION NO. 2006- 41 COUNCILMEMBER SCHEVE INTRODUCED THE FOLLOWING RESOLUTION: WHEREAS, the Mayor and City Council may by Resolution from time to time as necessary set and establish fees for various applications, permits and licenses; and, WHEREAS, it is necessary to increase various fees to cover filing, publication, recording and administrations costs. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF BLAIR, NEBRASKA, the following fees are hereby set and established and shall be appended to the Municipal Code. APPENDIX - PERMIT, LICENSE AND APPLICATION FEES FEES SET BY MAYOR AND CITY COUNCIL Application Permit and License Fees - 2006 License Fee - General Contractor $ 50.00 ($1,000,000 Liability and $300, 000 bodily Injury Insurance Certificate) *Exception requiring certificate would be given to owners applying for a Permit on rental property Permit Issuance Fee (All Permits) $ 20.00 Building Permit Deposit Fee Residential additions /remodels /accessory buildings valued under $10,000 Commercial, new homes and residential additions /remodels /accessory buildings valued $10,000 or greater All other permits valued under $10,000 Building Permit Fees (PERMIT ISSUANCE FEE will be added) The Permit Fees for the following building permit types are determined using the following formulas and charts: RESIDENTIAL — NEW CONSTRUCTION: Permit fee is: Finished sq /ft area (not including finished basement area) X $88 plus Finished basement sq /ft area X $53 plus Unfinished basement sq /ft area X $26 plus Garage sq /ft area X $20 Multiplied by 0.0056 $ 500.00 No Deposit Fee RESIDENTIAL — ADDITIONS / REMODELS and COMMERCIAL — NEW CONSTRUCTION / ADDITIONS / REMODELS: Business / Industrial /Educational/Assembly /Factory /Storage/Utility *Porches with roofs /screened patios are considered additions $ 200.00 Construction Valuation will be computed by So /ft area X $60. Permit fee is: $0 TO $49 $0 (plus Permit Issuance Fee) $50 TO $9,999 $50 $10,000 TO $99,999 $50 + $6 per additional $1,000 $100,000 TO $249,999 $590 + $4 per additional $1,000 $250,000 TO $499,999 $1,190 + $3 per additional $1,000 $500,000 TO $999,999 $1,940 + $2 per additional $1,000 $1,000,000 AND OVER $2,940 + $1 per additional $1,000 Misc. Permit Fees (PERMIT ISSUANCE FEE will be added) Sign Erecting, Awnings (Per Sign) Roofing/Siding/Soffits and /or Eave Repair /Gutters Window/Door Replacement (Size Change Only) Egress Window Swimming Pools with Fence Fences Decks/Handicap Ramps Satellite Dishes/Radio Antenna/Cell Towers Gazebos Miscellaneous Building Permits (items not covered by one of the above) Patios/Driveway Permits/Utility Excavation and Curb Grinding* $35.00 *Bond Checks are required on Utility Excavation and Curb Grinding Permits -See Permit Application PERMIT RENEWAL FEE: This fee is based on the amount of the original permit fee and is charged when work is not completed within two years and the permit expires. Renewals will only be allowed with the stipulation that all exterior site work and outside finish work is completed and interior life - safety issues have been properly address. Permit renewals are for one (1) year, with a maximum of two (2) renewals for a maximum permit span of four (4) years. Reinsuection Fee $ 35.00 Fee for each inspection or re- inspection when such portion of the work for which inspection was called is not complete or when corrections have not been made, and fee shall apply for additional inspections required by failure to call. Work Without a Permit: One written warning per general contractor or homeowner will be issued at no cost. Following the written warning, whenever any work for which a permit is required is started without first obtaining a permit, a fine equal to the actual cost of the permit shall be issued. (Examples: Garage started without a permit: Permit Fee = $50 plus $50 fine. New House started without a permit: Permit Fee = $1,200 plus $1,200 fine) All permit fees are based per dwelling unit (Example: 22 apartments would be charged for 22 separate permits on the Mechanical /Plumbing /Electrical. However, only one (1) permit issuance fee would be charged per permit even though 22 separate permit fees would be collected.)
