2006-27RESOLUTION NO. 2006 - 27 COUNCILMEMBER ABBOTT INTRODUCED THE FOLLOWING RESOLUTION: BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF BLAIR, NEBRASKA, as follows: SECTION 1. A public hearing on the proposed annexation to receive testimony from interested persons will be held before the Planning Commission on July 10, 2006 and the Mayor and City Council, City of Blair, Nebraska on July 11, 2006, both commencing at 7:00 p.m., or as soon thereafter as the same may be heard, at the City Council Chambers, 218 South 16 Street, Blair, Nebraska 68008. SECTION 3. The plan and map delineating the land proposed for annexation and provision of City services to the above described real estate is attached to this Resolution marked "Exhibit A" and is available for inspection during regular business hours in the office of the City Clerk, 218 South 16 Street, Blair, Nebraska 68008. SECTION 4. A map to scale delineating the land proposed for annexation shall be published with this resolution. REALPH, MAYOR° CITY OF BLAIR ANNEXATION PLAN JUNE 2006 PROPOSED PARCELS TO BE ANNEXED The City of Blair is considering the annexation of certain real estate contiguous to the City of Blair, extending the corporate limits of the City of Blair to include the real estate in Washington County, Nebraska, which is generally described as: • Tax Lots 42, 53, 59, 88, 121 and 122 of Section 23, Township 18 North, Range 11 East of the 6th P.M.; • Southern Ridge Subdivision (Lots 1 -31) and Tax Lot 24 in Section 22, Township 18 North, Range 11 East of the 6th P.M., including Highway 30 from the current Blair City limits to the intersection of County Road 26 and County Roads 26 and 31 adjoining the above listed subdivision; • Tax Lots 161, 250 And 251 of Section 13, Township 18 North Range 11 East of the 6th P.M.; • Tax Lot 17 of Section 18, Township 18 North, Range 12 East of the 6th P.M. COST IMPACT ON PROVIDING SERVICES It is the intent of the City of Blair to provide the same level and quality of service to existing and new annexed areas in the most orderly and timely manner as feasible. With all change however there is a leaning curve and an adjustment time period when the citizen must become informed as to what services are available and how to access said services. Similarly, time and experience is required for City personnel to become aware of the operations, conditions and location of facilities that are to be assumed by the City. It is the City of Blair's intent to provide service to all new neighborhoods in the City in a manner that is at least equal to the neighborhoods already within the City. The estimated population of the proposed annexation area is eight (8) people and the land area of the proposed annexation is 223.26 acres. Fire and Rescue Services Fire and rescue services currently are provided to the entire area proposed within this annexation plan through the Blair Rural Fire District. Accordingly, manpower and equipment now available within the Blair Fire and Rescue Department is deemed adequate to maintain the same level of excellent service now being provided. The Blair Fire and Rescue Department has a total of 57 volunteers consisting of a Chief, two (2) Assistant Chiefs, two (2) District Chiefs, four (4) District Captains, one Rescue Chief, 40 EMT certified rescue staff and 17 firefighters. All members of the Blair Fire and Rescue Department are highly trained and well equipped with the latest personnel protection and gear. The department has the following equipment for fire and rescue service for the City of Blair and the Rural Fire District which includes the annexation area. A 1992 International Tanker, 1996 E -One Pumper,2005 Dodge Ram 1500 Truck, 2002 E -One Tanker/Pumper, 1992 Aerial Ladder Truck, 1984 FMC Pumper, 1995 Ford Bronco Truck, 1978 Flat Bottom Boat, 1998 E -One Equipment Truck, 1989 Grass Fire Truck 2004 Decontamination Trailer, 2005 F -450 Rescue Squad, and 1999 F -350 Rescue Squad. All of the equipment is housed in two fire stations inside the currant city limits and they are located at Highway 75 and Nebraska Street and 16 and Lincoln Streets. The response time for this area will not be effected by this annexation. The proposed annexation area is currently served by the Washington County E911 service and this service will not change with the annexation to the City of Blair. The currant budget for the Blair Fire and Rescue Department including rural district is $200,590 for FY06 and there is no anticipated increase in the department's budget needed for the proposed annexation. Police The City of Blair Police Department is currently manned with a fifteen (15) person full -time certified force, consisting of a Police Chief, Lieutenant, Two Sergeants, two Investigators, one Drug Task Force officer, one School Resource officer, six uniformed officers and two part-time officers. The department has two full -time clerical support staff and one and a half animal control officers. At any given time there is at least one officer on duty, on weekend nights there is a minimum of three uniformed officers. The Blair Police Department prides itself in providing prompt, professional service. Citizens can expect the average non - emergency call to be responded to in minutes. The Police Department answers all calls for service no matter what the nature may be. If a citizen calls for police, they can be assured to talk with an officer if they request to speak with one. Many times the police respond to check things out and the reporting party does not desire to speak with an officer. Emergency call response times for the City are between 3 and 5 minutes. The Blair Police Department understands that it neither has the manpower, expertise or resources to be able to perform all services for all types of law enforcement issues. For that reason, the Blair Police Department has developed an excellent relationship with the Washington County Sheriffs Department and the Nebraska State Patrol. In addition the City has Interlocal Agreements or Memoranda of Understanding with Dodge and Burt Counties, the Cities of Hooper /Scribner and Fremont, and the Douglas County Crime Scene Response Unit. Each agency has levels of expertise that may be needed in Blair from time to time. Through interlocal agreements or service contracts, the City of Blair has, and will continue, to utilize these larger agencies when needed to perform duties in the City of Blair. Based on the currant Blair population from the 2000 census of 7512 the City provides one full - time officer for every 501 residents. The annexation area will add eight (8) new residents to the City of Blair which will not adversely affect the ratio of officers to population, so no additional staff is planned for the Blair Police Department as a part of this annexation. Public Works Department — Streets The Blair Public Works Department is responsible for 135 Lane Miles of city streets and state highways within the city limits. The department has five (5) full -time employees with one supervisor and four (4) equipment operators. The annexation will add 2.75 lane miles of streets to the City of Blair system which will increase the lane mileage by 2.1% . 1.23 lane miles of streets within the annexation area are part of Highway 30 which is the responsibility of the Nebraska Department of Roads and per state statues Blair will receive $1260 per lane mile of highway or a total of $2936 annually for the 2006 Annexation Plan Page 2 maintenance of Highway 30 within the annexation area. This revenue will offset any increase in expenses for the maintenance of the lane miles in the annexation plan on Highway 30. The annexation will transfer 1.52 lane miles of Washington County Roads to the City of Blair system. This will represent a total increase of 1.3% of lane miles of roads the city will be responsible for the maintenance within the annexation area. These roads are currently rock surfaced secondary roads. As a part of the Southern Ridge Development improvements the sections of County Road 26 and 31 that front onto the development will be will be asphalt surfaced with six - inches of asphaltic concrete 24 feet wide. The section of County Road 26 east of Highway 30 and County Road 31 north of the first phase of the Southern Ridge Development will remain rock surfaced until there is development along the road or traffic counts rise to a point of necessitating hard surfacing. Snow removal from city streets is the responsibility of the Blair Public Works Department and there currently is 14 pieces of snow removal equipment available to the department staff to clear the city streets. Generally snow is cleared from city streets within eight -hours after the snow fall has concluded and the additional lane miles of roads within the annexation plan will not change that goal. Other services provided by the Blair public works department streets division are street sweeping, crack sealing on hard surfaced roads, grading of rock roads, storm drainage maintenance, street repairs of hard surfaced roads and right -of -way clearing of trees and debris. These services will be extended to the annexation area without any additional personnel or equipment purchases and will not adversely affect the currant level of service to the existing citizens. Water Department The City of Blair provides its citizens water from a treatment plant on the Missouri River and draws water from the Missouri River for treatment with a 14 MGD water treatment plant. The City averages 8 MGD of water needs per day. The annexation area is currently served with City water with a 12 -inch water main on Highway 133, a 6 -inch water main on Highway 30 and tied together with an 8 -inch water main on County Road P26. In addition there is a one - million gallon elevated reservoir located on the southwest corner of Highway 133 and County Road P26 that serves the southwest portion of the City which currently includes the area in the annexation area. These water mains are sized sufficiently to provide water service including fire protection for any development in the annexation area. With the existing water mains in the area the City utility department is currently maintaining the existing water mains in the annexation area, so there are no anticipated increases in staffing needed for the annexation area. There are only three homes currently in the annexation area and one of those houses is currently connected to City water. The other two homes can connect to City water at anytime they desire. The current connection fee to City water mains outside the City limits is $3000 and the monthly water rate is 150% of that for City customers. After the annexation, the connection fees to connect to City water mains will be $0.00 and the water rates for the customers in the annexation area will be the same as for other City residents, a savings of 33% off the non - resident water rates. The new Southern Ridge Development will be obtaining water service for the residential lots platted. If the development remains in the county, the connection fees for each lot will be $500 but the same lot's connection fee inside the City is $0.00. This is true for any development within the annexation area. 2006 Annexation Plan Page 3 Waste Water Department The City of Blair provides its citizens waste water collection and treatment with a 2 MGD waste water treatment plant. Currently the City is averaging 1 MGD of waste water treatment per day. The annexation area has three homes and a proposed 30 new homes planned. Using 5000 gallons of flow per day from each house and proposed house the total flow will be 0.165 MGD in flow with full development of the first phase of the Southern Ridge Development. This represents an increase in 16.5% in flow at the City waste water treatment plant. There are no anticipated increases in staff for the City waste water treatment plant needed for the annexation area. On Highway 133 there is an existing sanitary sewer main that was extended in 2003 along the east side of the highway from Highways 30/133 intersection southerly to the south end of the Mutual of Omaha property serving the areas in the annexation plan along Highway 133. As a part of the development of the new Southern Ridge Subdivision improvements on the northwest corner of Highway 30 and County Road 26, the City will be extending a sanitary sewer main from the existing manhole on the west side of Highway 30 at 2915 Highway 30 southerly along the west side of Highway 30 to the intersection of County Road 26 and Highway 30 in 2006. This sewer main will provide sewer service for the entire corridor along Highway 30 from the existing City limits to County Road 26. With the construction of the new sanitary sewer along Highway 30 and the existing sanitary sewer along Highway 133 the annexation area is and will be served with sanitary sewer by the end of 2006. For the sewer extension along Highway 30 the City will setup a connection fee schedule on a per acres basis for connections to the sewer main. This will allow property owners in the annexation area to put off the actual cost of the sewer main construction until they are ready for sewer service. Currently there are no provisions to allow rural residential customers to connect to City sanitary sewer. Parks and Recreation The City parks are available to existing and new residents in the annexation area. The City has 9 City Parks encompassing 123.2 Acres. There are no anticipated increases in staff for the annexation area. Planning and Zoning. Building Inspection and Code Enforcement Department The annexation area is within the City of Blair's two mile zoning jurisdiction, so the area is already served by the City's Planning and Zoning, Building Inspection and Code Enforcement Department. The department currently has one full-time inspector, two full -time staff which spend part of their time in this area, and an informal agreement with the Washington County Planning Department to assist with inspections when necessary. The annexation area is primarily undeveloped property with strong development potential. The Department has the ability to handle the proposed development within the annexation area and any additional development planned in the future. There are no anticipated increases in staff needed for the annexation area. 2006 Annexation Plan Page 4 Library The City has a full service library that is free of charge to the citizens of Blair. The library has a staff of three full-time librarians, two half -time and two 10 -hours per week employees. Since the City does not have an interlocal agreement with Washington County for library services for County residents, the residents of the annexation area currently must pay $25 annually for the privilege of checking out any materials from the library. After annexation, residents of the annexation area will be able to utilize the City library without fees. Blair Annexation Plan Comparison of Tax Rates: The consolidated levy for the City of Blair is $2.022181 per $100 of actual valuation. This includes, but is not limited to, the levy for Washington County, City of Blair, Blair School District, Papio NRD, ESU, Metro Community College, Washington County Historical Society, Washington County Agricultural Society, etc. The City of Blair and Blair Airport Levy is $0.368383 per $100 of actual valuation. The consolidated levy on Tax Lots 17, 53, 88, 121, 122, 161, 250 and 251 is $1.696267 per $100 of actual valuation, and the levy on Tax Lots 4 (now Southern Ridge Subdivision and Tax Lot 24), 42 and 59 is $1.761709 per $100 of actual valuation. As can be shown in the above tables the cost to residents of the proposed annexation area will not significantly increase their overall costs when city utilities and taxes and services are included in the overall costs. Impact to the residents of Blair is minimal and will not necessitate an increase in taxes or utility fees as a result of the proposed annexation as also shown in the above tables.
