2006-16RESOLUTION NO. 2006 - 16
COUNCIL MEMBER FANOELE INTRODUCED THE FOLLOWING RESOLUTION:
WHEREAS, the Mayor and City Council of the City of Blair, Nebraska may by
resolution establish water and sanitary sewer connection fees for the connection to the City's
utility system; and,
WHERAS, the property described in Exhibit "A" attached hereto and incorporated herein
by reference was not assessed for improvements to the City's water and sewer utilities; and,
WHERAS, the City of Blair has the authority to recoup the City's capital improvement
costs for water and sewer improvements; and,
WHEREAS, the Mayor and City Council for the City of Blair has previously determined
it to be more equitable to collect the cost of improvements to the property as described on the
attached Exhibit "A" through the collection of a connection fee, rather than as a special
assessment.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL
OF THE CITY OF BLAIR, NEBRASKA, THAT any connection to the water and sanitary sewer
system for any portion of that property described on "Exhibit "A ", whether one or more lots shall
be charged a connection fee based on the square footage of the said lot, at the rate described on
Exhibit "A" as attached hereto and incorporated by this referenced herein; provided further, that
all such fees shall become effective to the customers on or after April 11, 2006.
COUNCIL MEMBER ABBOTT MOVED THAT THE RESOLUTION BE ADOPTED
AS READ, WHICH SAID MOTION WAS SECONDED BY COUNCIL MEMBER BIFFAR.
UPON ROLL CALL, COUNCIL MEMBERS STEWART, SCHEVE, SHOTWELL,
FANOELE, MCMANIGAL, ABBOTT, WOLFF AND BIFFAR VOTING "AYE" AND
COUNCIL MEMBERS NONE VOTING "NAY ", THE MAYOR DECLARED THE
FOREGOING RESOLUTION WAS PASSED AND APPROVED THIS 14TH DAY OF
MARCH, 2006.

Connection Fee Rate:
Water: Square footage of lot size times $0.022 per square foot.
Sanitary Sewer: Square footage of lot size times $0.149 per square foot.
