COUNCILMEMBER RYAN INTRODUCED THE FOLLOWING RESOLUTION:
WHEREAS, the Mayor and City Council of the City of Blair, Nebraska, may from time
to time as necessary set and establish fees for various services provided by the City; and,
WHEREAS, the City of Blair and EMS Billing Services, Inc. have entered into an
agreement for EMS Billing to provide billing and collection services for the Blair Volunteer Fire
and Rescue Department
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL
OF THE CITY OF BLAIR, NEBRASKA, THAT the fees to be billed and collected by EMS
Billing Services, Inc. on behalf of the Blair Volunteer Fire Department are set forth on Exhibit "A"
attached hereto and incorporated by this referenced herein; provided further, that all such rates
shall become effective immediately.
COUNCILMEMBER RYAN MOVED THAT THE RESOLUTION BE ADOPTED AS READ,
WHICH SAID MOTION WAS SECONDED BY COUNCILMEMBER SHEPARD. UPON
ROLL CALL, COUNCILMEMBERS SHEPARD, STEWART, RYAN, CHRISTIANSEN,
JENSEN, HALL, AND ANDERSEN VOTING "AYE" AND COUNCILMEMBERS NONE
VOTING "NAY ", THE MAYOR DECLARED THE FOREGOING RESOLUTION WAS
PASSED AND APPROVED THIS 26TH DAY OF MARCH, 2013.

If your service must comply with NE Statute 35 -901, please send a copy of the authorization to
EMS Billing Services, Inc. This documentation can include ordinances, meeting notes, council
notes etc...
The NE Statute 35 -901 states that each service must have authorization from their taxing
authority to bill for ambulance services in 2013. See excerpt below for a portion of the statute:

....(8) No volunteer department shall solicit, charge, or collect any funds, fees, or charges as described in
subdivision (4)(b) of this section without the express authorization of the taxing authority supporting the
department by vote of a majority of the members of the governing body of such taxing authority. Such
authorization shall not extend beyond a twelve -month period but may be renewed at the discretion'of the
.taxing authority in the same manner in which it was initially granted...
