As a Tree City USA community, you are showing a strong commitment to maintaining the health and vigor of your community's trees. Therefore, by the year 2005, your Tree Board needs to show that the community is taking steps to eliminating tree topping. There are various ways of accomplishing this goal: 1) Produce an,ordinance and/or policy which does not allowing tree topping of public trees 2) Require by ordinance /policy any hired arborist to follow the ANZI 300A pruning guide for trimming trees 3) Require village /city personnel who do tree work to attend classes, workshops, and/or seminars These are a few ways a community can work to eliminate topping. If you need further assistance in determining ways to incorporate anti - topping in your community, contact one of the above community foresters and we will be glad to assist you. We also realize that although a community can police actions on public trees, utility companies can be beyond municipal jurisdiction. If your utility company uses the practice of topping as a trimming method, contact Chip Murrow at the above address. Chip works with utility companies and tree crews to provide training of directional pruning, a healthy alternative pruning method for trees near power lines. Signature of Project Coordinator: Date: Approved by: - Amount Date: Community Enhancement Program Reimbursement Information and Request Form This form lists the rules governing reimbursement of projects funded through the Community Enhancement Program administered by the UNL- Nebraska Forest Service (UNL -NFS) in cooperation with the Nebraska Statewide Arboretum (NSA). Included is the official reimbursement request form that must be completed before reimbursement can be made. Please read this document carefully before proceeding with the project. A. Reimbursement will occur only after completion of the entire project or after completion of a significant project or seasonal phase, i.e. spring and /or fall. A project will not be reimbursed more than twice unless approved by the UNL -NFS. B. Reimbursements must be requested by preparing and submitting to the UNL -NFS the attached Project Reimbursement Form. Receipts and /or invoices must be submitted to document each expense for which reimbursement is requested. Each invoice must contain the name and address of the vendor /contractor and an itemized list of services or goods with the costs and the dates of delivery. Plant material must be itemized by each individual type including its size and quantity. Please list plant installation costs separate from plant material costs. C. Projects are reimbursed at a rate of 80% of the eligible project costs up to the maximum amount allocated as listed on the Project Agreement form. The remaining 20% or more is considered the local matching requirement. (In -kind contributions and donations are not permitted.) D. Grant funds can only be used to reimburse actual costs verified by the receipt or invoice. Eligible costs for reimbursement are described in the original funding packet and include: 1. Plant material — costs of purchasing appropriate plant material including trees, shrubs, wildflowers, herbaceous perennials and native and ornamental grasses. Turf grass plantings, bulbs and annual flowers are not eligible. 2. Plant installation — cost of installing plant material including equipment rental, mulching, staking (if necessary) and finish work — from vendors who provide these services as part of their commercial business. River rock and landscape fabric are not eligible costs. 3. Site preparation — reasonable costs necessary to prepare the project site for planting including grading, clean -up, vegetation removal and soil testing and improvements. 4. Project design — the reasonable cost of obtaining professional planning and design services. 5. Initial maintenance — the reasonable cost of maintaining new plantings during project development and for up to one year after planting. Maintenance must be a part of the planting contract or contracted for separately through a qualified nursery or landscape company. A detailed description is necessary for approval. 6. Low - output irrigation — funds can be used for design, installation and /or renovation of low - output (drip, micro- spray, etc) irrigation systems deemed necessary to the success of the project. Turf irrigation is not eligible. 7. Hardscaping — funds can used for hadscape elements such as wood chips or stone paths and walkways. Structures such as gazebos, signs and shelters are not eligible. Concrete work may be an eligible expense if it is an integral part of the project. ALL potential hardscaping expenses need approval prior to submission. • As a general rule, plant material, plant installation and site preparation must account for at least 70% of the allocated funds. Prior approval is required to deviate from this ratio. Hardscaping, project design, irrigation and maintenance costs, as well as miscellaneous expenses that do not readily fall into one of the above categories, must be approved in advance by the UNL -NFS prior to submission. I have listed enclosed a copy of the invoice for this project from the contractor. The total cost for the project was $3869.74 of which the City of Blair is requesting reimbursement for 80% or $3095.79. If there are any questions, please call me at 402 - 426 -4191 Sincerely, Allen Schoemaker Director of Public Works Community Enhancement Program Reimbursable Expense Items In order to be a reimbursable expense, the work must have been provided by professionals, that is, those that are in the business of providing that particular service and the service (or good) has been completed and is documented with an itemized invoice. The following are some of the items that would be expenses related to a project that may be reimbursable. Site Preparation • Grading to improve drainage and shape land form • Vegetation removal • Stump giinding • Debris removal • Herbicide application(s) to kill unwanted vegetation • Titling • Soil amendments such as `good black dirt' or compost — We will not pay for peat or other commercially packaged amendments. Plant material -- includes all trees, shrubs, herbaceous plant material, wildflower seed, etc. Bluegrass seed and any type of sod are not reimbursable. Plant material installation (labor) Mulch — any type of wood mulch bulk or bagged (projects are encouraged to use bulk as a cost savings). Weed fabric and river rock are not reimbursable expenses. Staking materials — only if absolutely necessary. Rubber hose and wire is not a reimbursable expense. Project /landscape design — a reimbursable expense only if the design is from (a) someone in a business that provides designs as part of `green goods sales' such as those affiliated with a nursery or (b) a landscape architect. Maintenance — all maintenance must be contracted out to someone who provides that as part of a business. • Watering • Weeding • Mulching Irrigation — low output only and we can only reimburse for that portion that applies directly to the project. Hardscaping — some hardscaping is eligible for reimbursement. Please contact our office for review and approval of all potential hardscaping expenses. Projects are reimbursed at a rate of 80% of the eligible project costs up to the maximum amount allocated as listed on the Project Agreement form. The remaining 20% or more is considered the local matching requirement. (In -kind contributions and donations are not permitted.) D. Grant funds can only be used to reimburse actual costs verified by the receipt or invoice. Eligible costs for reimbursement are described in the original funding packet and include: 1. Plant material — costs of purchasing appropriate plant material including trees, shrubs, wildflowers, herbaceous perennials and native and ornamental grasses. Turf grass plantings, bulbs and annual flowers are not eligible. 2. Plant installation — cost of installing plant material including equipment rental, mulching, staking (if necessary) and finish work — from vendors who provide these services as part of their commercial business. River rock and landscape fabric are not eligible costs. 3. Project design — the reasonable cost of obtaining professional planning and design services. 5. Initial maintenance — the reasonable cost of maintaining new plantings during project development and for up to one year after planting. Maintenance must be a part of the planting contract or contracted for separately through a qualified nursery or landscape company. A detailed description is necessary for approval. 6. Low - output irrigation — funds can be used for design, installation and /or renovation of low- output (drip, micro- spray, etc.) irrigation systems deemed necessary to the success of the project. Turf irrigation is not eligible. 7. Hardscaping — funds can be used for hadscape elements such as wood chips or stone paths and walkways. Structures such as gazebos, signs and shelters are not eligible. Concrete work may be an eligible expense if it is an integral part of the project. ALL potential hardscaping expenses need approval prior to submission. • As a general rule, plant material, plant installation and site preparation must account for at least 70 % of the allocated funds. Prior approval is required to deviate from this ratio. I selected this project because I had to identify some trees for my forestry merit badge, but I found many of the trees were unlabeled. So I decided to use this opportunity to do my eagle project.
