The Blair Park Board met on May 8 at City Hall at 7:30 p.m. Members present: Neil Jensen, Kathy Kuster, Jim
Peterson, Ann George. Blair Parks Department: Pat Long. Also present: Kus Kuster, Judy Seaver. Members
not present: Ardee Pounds (out of town), Donna Mahlendorff,
Kathy Kuster's motion that the minutes of the April 10, 2002, Park Board meeting be approved was seconded
by Jim Peterson. The motion was carried.

Report from Arboretum Curator
Curator Neil Jensen had nothing to report.
Old Business
Parks Brochure Neil Jensen reported that HunTel has provided a map for the brochure. Judy Seaver has a scanner
that can be used for photographs. Kathy Jensen plans on completing the brochure soon.
Tazr in the Park. Activities on Friday, June 14, in conjunction with "Jazz in the Park" at Steyer Park will include a
nature walk led by Jim Peterson and Neil Jensen. Called "A Look at Unusual Trees in Steyer Park," the walk will start
an hour before the concert.
Boy ,Scout Eagte Project at Qpdmist Park. Pat Long said that Paul Teager's project is progressing well. 4PPD will
donate the flagpole.
New Business
Plantings at Rhoades Par1� Modern Woodmen of the World is contributing $500 worth of plants for Rhoades Park.
The area by the park sign will feature plants that attract butterflies.
Grow Pro ectsfor ,Summer. Those present agreed to spend several hours labeling and transplanting trees at Steyer
Park on Sunday, May 19 (meeting at 1 p.m.), and Saturday, June 1 (4 p.m.).
Jim Peterson's motion that the meeting be adjourned was seconded by Kathy Kuster and carried. The next

Enclosed is your 2002 Tree City USA re- certification package. I wanted to let you know of some very
important changes in this year's application process.
1. You will NOT receive a letter from the National Arbor Day Foundation about re- certification. To
simplify the process we are initiating the mailing to avoid any confusion.
2. A copy of this letter is being sent to the person that was listed on your last year's certification form
as the Community Forestry Contact person.
3. You will be asked to send your completed forms to the Community Forester Assistant for your area.
Please be sure to check those addresses prior to mailing in your forms.
4. The Nebraska Community Forestry Council is beginning a campaign to stop the practice of tree
"topping" across Nebraska. Our first phase will include the initiation of a new requirement for Tree
City USA communities to express in writing either through policy or ordinance that "topping" is not
permitted on public trees and that the city encourages homeowners to refrain from "topping" trees on
private property. Please be certain to read this portion of the application since this new
requirement will be phased in over the next couple of years.
Being a part of the Nebraska Tree City USA family is a great honor since Nebraska is the home of Arbor
Day. I hope that you will join our family again this year and we will certainly look forward to receiving your

Tree City USA Growth Award
The Growth Award is intended for recognition of forest resource improvement and to encourage higher levels of excellence in tree care. This
award recognizes not only achievement, but also the ability to convey exciting new ideas and assist leaders of all Tree City USA's with
opportunities to enhance awareness of the community forest resource and application of appropriate tree care techniques.
Eligibility
In, order to apply for the Growth Award, the community must (1) be a Tree City USA for at least two consecutive years. (2) completed a
major project as noted in the application, and (3) have spent as much on its community forestry program this year as it did last year.
Application Procedures
Obtain a Growth Application by contacting National Arbor Day Foundation at 888- 448 -7337 and follow the directions included in the
application. Ask for Tina or Jeff.
Sterling Growth Award
This award is presented to communities that have received ten Growth Awards. The ten Growth Awards do not have to be consecutive.

In October of 2002 the City of Blair entered into a contract with Jon Hutchson the
owner of Blair Garden Center to Landscape the new Blair Animal Control ]Facility.
The Blair Garden Center provided services to landscape the animal control facility
as well as mulch for the entire site along with providing drip irrigation for all
plantings at the facility.
The goal of this project was to improve this facility's aesthetics as well as plant
health by way of improved plant health and sustainability, along with improving
planting bed area by using mulch to create a better planting area.
In August of 2002, the City of Blair contracted to have mulched all of our
community discarded tree limbs, Christmas trees, and brush pile that was collected
from the community. In previous years all such piles were taken to the landfill.
This year a contractor was hired to mulch the brush pile and then the mulch was
offered to the community for free. By mid October of this year the entire pile of
mulch was used either by the citizens of Blair or by the parks department for
chipping of trees, shrubs and trails in the parks system. -
Please see page 3 of Tree Planting Initial care highlighted under other expenses is a
line item which shows payment made to Hofeling totaling $4,000.00 for mulching
of community brush pile.

2002 Nebraska Community Enhancement Program
About the Program
The Nebraska Community Enhancement Program makes available federal transportation
funds to assist communities and other public entities in Nebraska with the implementation of
landscaping projects that improve the state's transportation corridors. The program is funded
by the Nebraska Department of Roads (NDOR);and'administered by the University of
Nebraska- Lincoln, Nebraska Forest Service (UNL- NFS).in cooperation with the Nebraska
Statewide Arboretum (NSA). Over $300,000 is available to assist with projects that are begun
in 2002.

1. Complete the PRE - PROPOSAL FORM (the pink form). Be sure all the questions are answered.
Also, please include 2 -3 photos (labeled to identity direction) of the project site and a map
identifying where the project is located. PRE - PROPOSALS must be postmarked by
September 14; 2001 to be considered for funding.
2. if the application meets requirements for eligibility, the applicant will be asked to. continue-
by filling out the full FINAL APPLICATION FORM (the yellow form). An application, packet with
instructions will be mailed to the contact person listed on the PRE- PROPOSAL. Personal
contact either by phone or site visit will be conducted by the Nebraska Forest Service or
Nebraska Statewide Arboretum. Completing the FINAL.APPLICATION does not guarantee
funding. FINAL APPLICATIONS must be postmar-ked.by November 2, 2001.
3. The FINAL_ APPLICATIONs.will be reviewed by the grant program committee. Notification of
allocation of funding will be provid by December 21,2001. _
Who can apply: Funds are available to state and local political subdivisions, neighborhood
groups and other organizations and individuals qualified to implement public landscaping
projects.
Project eligibility: Projects must be located on public land (federal, state or local
government owned) and must enhance transportation corridors. Proof of permission and all
permits must be secured to receive final approval for funding. Transportation corridors refer
to public streets or highways, trails, parking facilities, scenic easements, and scenic historic
sites. Trails must serve as an alternative to motorized vehicular traffic (recreational loop
trails do not qualify). Types of suitable projects include, but are not limited to, highway right -
of -way improvements, community entry-way, plantings, landscaping around community
welcome signs, street tree plantings, downtown plantings (see note below), and general
landscape improvements'along streets and highways.
Note: Downtown and Pavement Cutout Plantings: Caution is strongly urged for any project that
proposes to plant trees in sidewalk or pavement cutouts (tree pits). It has been the experience of the
UNL -NFS that these kinds of plantings have very limited success. In fact, estimates from the
National Arbor Day Foundation show the average life of downtown trees to be less than 7 years.
Consequently, all trees proposed for pavement cutouts will require special plant review and
approval by the UNL -NFS prior to planting. Species selection, soil condition, maintenance
strategies, and design /construction of the tree pits are critical to the success of these projects.
Maximum reimbursement award: A maximum of $20,000.00 will be reimbursed for any one
project. Total project value under this program, including local contributions, can not exceed
$25,000.00. The UNL -NFS has the right to waive these amounts the.funds are available.
Matching requirement: Local funds must contribute at least 20% of the total project value.
Matching funds must be in cash (in -kind contributions and donations are not permitted).
Any funding source, except federal tax dollars, is eligible for matching funds.
Project design: Pre - proposals do not need a design but a clear and accurate description of
the project will be required.
Evidence of local support: Applicants must show local involvement and community
partnerships to be considered for funding.
Eligible project costs
When developing a project, consider that reimbursement can only be provided for the
following expenses:
1. Plant material - costs of purchasing appropriate plant material including trees, shrubs,
wildflowers, herbaceous perennials, and native and ornamental grasses. Turf grass
plantings, bulbs, and annual flowers are not eligible.
2. Plant installation - cost of installing plant material including equipment rental,
mulching, staking (if necessary), .and finish work — from vendors who provide these
services as part of their commercial business., River rock and landscape fabric are not
eligible costs.
3. Site preparation - reasonable costs necessary to prepare the project site for planting
including grading, clean -up, vegetation removal and soil testing and improvements.
4. Project design - the reasonable cost of obtaining professional planning and design
services.
5. Initial maintenance - the reasonable cost of maintaining new plantings during project
development and for up to one year after planting. Maintenance must be a part of the
planting contract or contracted for separately through a qualified nursery or landscape
company. A detailed description is necessary for approval.
6. Low - output irrigation - funds can be used for design, installation and/or renovation of
low-output (drip, micro - spray, etc.) irrigation systems deemed necessary to the
success of the project. Turf irrigation is not eligible.
7. Hardscaping - funds can be used for hardscape elements such as wood chip or stone -
paths- and walk -ways. Structures such as gazebos, signs, and shelters are not
eligible. Concrete work may be an eligible expense if it is an integral part of _
project. ALL potential hardscaping expenses need approval prior to submission.
Notes:
• As a general rule, plant material, plant installation and site preparation must
account for 70 %o of the allocated funds. Prior approval is required to
deviate from this ratio.
• Hardscaping, project design, irrigation, and maintenance costs, as well as
miscellaneous expenses that do not readily fall into one of the above
categories, should get approved by the UNL -NFS prior to submission.
Ineligible project costs: Costs not eligible for reimbursement include any expenses related
to the purchase of equipment or real property, capital improvements (street curb & gutter
etc.), turf irrigation, benches, trash containers, signs, labels and printed material.
Reimbursement of projects (payment of reimbursement funds): The awards are
considered reimbursements and funding will not be provided up- front. Instead, all projects
will be reimbursed only after they are. completed (or after a significant seasonal phase has
been completed) and after proper documentation has been submitted to NSA. The UNL -
NFS will then reimburse up to 80% of eligible project costs.
Project Evaluation Criteria
Project proposals will be judged by a selection committee based on the following. criteria:
1. Impact on local transportation corridors projects must positively impact local
transportation corridors.
2. Project design and planning - projects must be well designed, use appropriate plant
material and be maintainable under current capabilities.,
3. Project support - projects should have broad community support.
4. Community benefit - projects should benefit. a large area or segment of the population
and have a lasting effect.
5. Ongoing commitment to community forestry- applicants will benefit in the-review
process if they can demonstrate' an ongoing commitment to community forestry
excellence through existing programs, Tree City USA status, and /or prior successful
completion of tree related projects.
6. Geographic location - the UNL -NFS reserves the right to ensure wide geographic
. distribution offunding across Nebraska.

This letter is to confirm that the proposed project, "Jeannett Hunt Animal Shelter
Landscaping Project," will be occurring on public property owned by the City of Blair,
Nebraska and that the City Council is aware of the expenditure.
To provide proof that the land belongs to the City of Blair, I have enclosed a letter
from the Washington County Assessor confirming city ownership and a plat map of the
Animal Shelter location.
The City Council approved on March. 13, 2001 to expend funds for construction
of the new Animal Shelter. The official minutes read, "Motion by (Council Member)
Waite, second by (Council Member) Fanoele to proceed with the development of a new
animal control facility and authorize staff to try to acquire the additional $75,000 needed
to fund the project through donations. All members present vote Aye. Mayor Mines
declared the motion carried." This can be interpreted as directing the City Administrator
to proceed with the project and expend any necessary funds. Landscaping costs are
included in the overall building construction cost.
I have also included changes to our initial submittal, including an estimate for a
drip outlet irrigation system, an alternative to the roll top edging, and the master

Controlling weeds is important; an excessively weedy planting bed is visually unappealing and
weeds compete for water and nutrition. Who will be providing weed control and what methods
Mulch is an integral element of the planting process because it is instrumental in maintaining
moisture and controlling weeds. Mulching is not a one -time event and needs to be regularly
refreshed due to compaction, biodegradation, and loss due to weather events such as hard rains
and high winds. What is the plan to provide mulch beyond the first year of the project.
