Motion by Storm, second by Miller, to approve the minutes of the
December 6, , meeting as presented to members. All members present
voting Aye.
Review and consideration of application made by Greg Schoeneck, J.S.
Engineering & Construction, for a Master Plumbing License. The applicant did
not pass the Plumbing test with a score of 37 %. Motion by Storm, seconded
by Miller to deny Greg Schoeneck for a Master Plumbers license. All members
present voting Aye. Motion carried.
Review and consideration of application made by Earl Lindner, Carmody
Plumbing, for a Master Plumbers License. The applicant did not pass the
Plumbing test with a score of 53 %. Motion by Storm, seconded by Miller to
deny Earl Lindner for a Master Plumbers license. All members present voting
Aye. Motion carried.
Motion by Storm, seconded by Miller to adjourn the Licensing Board
meeting at 8:20 a.m. All members present voting Aye.

meeting as presented to members. All members present voting Aye.
Review and consideration of application made by Peter Blake, Farris Engineering
for a Master Plumbing License. The applicant passed the Plumber's test with a score of
80 %. Motion by Storm, second by Miller to approve the issuance of a Master Plumber's
license to Peter Blake. All members present voted Aye. Motion carried.
Motion by Storm, second by Miller to adjourn the meeting at 8:05 a.m. All members
present voted Aye. Motion carried.

Motion by Storm, second by Miller, to approve the minutes of the April
3, 2000, meeting as presented to members. All members present voting Aye.
Review and consideration of application made by Warren Lovejoy,
Lovejoy Plumbing, for a Master Plumbing License. The applicant did not pass
the Plumbing test with a score of 56 %. Motion by Storm, seconded by Miller
to deny Warren Lovejoy for a Master Plumber's license. All members present
voting Aye. Motion carried.
Review and consideration of application made by David Komasinski,
Dako Heating & Air for a Master Heater's License. The applicant did not pass
the Heater's test with a score of 60 %. Motion by Storm, seconded by Miller to
deny David Komasinski for a Master Heater's license. All members present
voting Aye. Motion carried.
Review and consideration of application made by Warren Lovejoy,
Lovejoy Plumbing Heating and Air for a Master Heater's License. The applicant
passed the Heater's test with a score of 73 %. Motion by Storm, seconded by
Miller to approve the issuance of a Master Heater's license to Warren Lovejoy.

Review and consideration of application made by John Biller, Unicco
Service Co for a Master Heater's License. The applicant passed the Heater's
test with a score of 76 %. Motion by Storm, seconded by Miller to approve the
issuance of a Master Heater's license to John Biller. All members present voted
Aye. Motion carried.

JUNE 5, 2000

Motion by Storm, second by Miller to approve the minutes of the May 1,
2000 meeting as presented to members. All members present voted Aye.
Review and consideration of application made by Doyle Acker, Acker
Excavating for a Master Plumber's License. The applicant failed the Plumber's
test with a score of 53 %. Mr. Acker can retest in 60 days (on or after August 7,
2000). Motion by Miller, second by Storm to deny the issuance of a Master
Plumber's License to Doyle Acker, All members present voted Aye. Motion
carried.
Review and consideration of application made by Scott Acker, Acker
Excavating for a Master Plumber's License. The applicant failed the Plumber's
test with a score of 67 %. Mr. Acker can retest in 60 days (on or after August 7,
2000). Motion by Miller, second by Storm to deny the issuance of a Master
Plumber's License to Scott Acker. All members present voted Aye. Motion
carried.
Discussion was held with the members and City Clerk Taylor regarding
the issue of licensing drainlayers. The board considered options regarding this
matter to determine the best method to issue a license for a drainlayer. It was
noted that a drainlayer currently is required to pass a test designed for a Master
Plubmer. Discussion was held regarding the possiblity of reciproating with other
communities, providing a new test for a drainlayer, discontinuing testing or
discontinuing allowing drainlayers to tap water and sewer lines. Motion by
Storm, second by Miller requesting Dale Miller to construct a new test which
would apply only to a drainlayer and continue this item until the July 3, 2000
meeting. All members present voted Aye. Motion carried.

JULY 3, 2000

Motion by Storm, second by Miller to approve the minutes of the June 5,
2000 meeting as presented to members. All members present voted Aye.
Review and consideration of application made by Kevin Wittrock, Wittrock
Electric and Plumbing for a Master Plumber's License. The applicant failed the
Plumber's test with a score of 66 %. Motion by Storm, second by Miller to deny
the issuance of a Master Plumber's License to Kevin Wittrock. All members
present voted Aye. Motion carried.
Review and consideration of application made by Tom Wagman, Inland
Plumbing for a Master Plumber's License. The applicant failed the Plumber's
test with a score of 60 %. Motion by Miller, second by Storm to deny the
issuance of a Master Plumber's License to Tom Wagman. All members present
voted Aye. Motion carried.
Review and consideration of application made by Rory A. Schroeder,
Schroeder Plumbing, Inc. for a Master Plumber's License. The applicant failed
the Plumber's test with a score of 36 %. Mr. Schroeder can retest in 60 days (on
or after September 6, 2000) Motion by Storm, second by Miller to deny the
issuance of a Master Plumber's License to Rory Schroeder. All members
present voted Aye. Motion carried.
Mr. Wittrock was present at the meeting to discuss his test results.
Discussion was held by the Board regarding retesting dates and requirements.
Motion by Storm, second by Miller to allow retesting for those applicants who
failed by missing 10, 11 or 12 questions on the test and allowing these
applicants to test following 48 hours from the date of testing. Should applicant
fail a second time, they would be required to wait the 60 days before retesting.
The passing score still remains at 70 %. This change only allows for those
scoring between 60% and 69% to retest in 48 hours.
Motion by Miller, second by Storm to approve the Water and Sewer Test
for those performing sewer and water taps and requiring a license for a
drainlayer. This license requires the passage of this test, $25.00 registration fee
and bond.
Motion by Storm, second by Miller to adjourn the Licensing Board meeting

September 5, 2000

Motion by Miller, second by Storm, to approve the minutes of the July 3,
2000, meeting as presented to members. All members present voting Aye.
Discussion was held concerning minimum bonds for Contractors,
Discussion regarding licensing requirements for all Contractors including
sub contractors as requested by contractor Jeff Blair was tabled due to Mr. Blair
not attending the meeting.
The request by Mike Hansen to reinstate his Contractor's License was
tabled due to the lack of his presence and submittal of documentation requested
by the Board.
Review and consideration of application made by Brad Latto (Latto
Plumbing) for a Master Plumber's License. The applicant passed the Plumber's
test with a score of 70%. Motion by Storm, second by Miller to approve the
issuance of a Master Plumber's license to Brad Latto. All members present
voted Aye. Motion carried.
Review and consideration of application made by Douglas J. Kreifels
(Action Plumbing, Heat/Air). The applicant passed the Heater's test with a score
of 83 %. Motion by Storm, second by Miller to approve the issuance of a Master
Heater's License to Douglas J Kreifels. All members present voted Aye. Motion
carried.
Review and consideration of application made by Tom Wagman (Inland
Plumbing) for a Master Plumber's License. The applicant passed the Plumber's
test with a score of 77 %. Motion by Storm, second by Miller to approve the
issuance of a Plumber's License to Tom Wagman. All members present voted
Aye. Motion carried.
Review and consideration of application made by Doyle Acker (Doyle
Acker Excavating) for a Drainlayer. The applicant passed the Drainlayer's test
with a score of 73 %. Motion by Storm, second by Miller to approve the issuance
of a Drainlayer's License to Doyle Acker. All members present voted Aye.
Motion carried.
Review and consideration of application made by Warren Lovejoy
(Lovejoy Plumbing) for a Master Plumber's License. The applicant passed the
Plumber's test with a score of 73%. Motion by Storm, second by Miller to
approve the issuance of a Plumber's License to Warren Lovejoy. All members
present voted Aye. Motion carried.

LICENSING BOARD
October 2, 2000
8:00 A.M.
Mike Hansen was present requesting to have his General Contractors
License reinstated. Mike had several letters of satisfied Customers in Fremont,
Omaha and Elkhorn. All work is done by Contract with 60% down when material
is delivered. Final payment 10 -15 days upon completion. Mike carries Liability
and Workmans Compensation with Pathfinder Insurance. Dennis Cliffton of
Metro Building Products handles all material with a Lifetime Warranty on Labor.
Motion made by Storm, second by Dale to reinstate the General Contractor's
License to Mike Hansen limiting his work to Siding and related work. All
members present voted Aye. Motion carried. Mike Hansen agreed to the
limitations given.
Stephen R. Thompson dba Heating & Cooling u @ Home failed the test
for Master Heater on 9/29/00 and passed the Heater's test with a score of 93%
on 10/2/00. Motion by Storm, second by Miller to approve the issuance of a
Master Heater's License. All members present voted Aye. Motion carried.

December 4, 2000
8:00 A.M.
Review and consideration of application made by Joseph L. Zakrewski (D
& K Concrete) for a Sewer and Water License. The applicant passed the
Plumber's test with a score of 70 %. Motion by Storm, second by Miller to approve
the issuance of a Sewer and Water license to Joseph L. Zakrewski. All members
present voted Aye. Motion carried.
Discussion was held concerning Block Testing for Contractors (General,
Plumbing & Mechanical). Dale will check on this for the next meeting.
Discussion was held concerning registering Subcontractor's as well as
General Contractors.
Discussion was held concerning General Contractor Bonds and
Insurance.
Discussion was also held concerning raising the deposit on Building
Permits over $10,000.00.
Dale Miller will incorporate information in the annual renewal letter to all
Mechanical Contractors regarding the requirement to call within 48 hours to
request a final Inspection when the job is complete.
