LICENSING BOARD
MARCH 10, 1997
9:00 A.M.
Present: Rod Storm, Dale Miller, and Warren Whitaker. Also
present was Brenda Taylor.
Motion by Miller, second by Whitaker to revise standard Master
Plumber's test (with an answer key) for immediate use. All members
present voting Aye.
Discussion of establishing a policy stating when plumbing,
electrical and mechanical licenses should be required. Policy to
be written and presented at April meeting, defining scope of work
for each discipline which must be done under a permit.
Discussion of definition of Drain Layers License being re-
written as a combination Drain Layer and External Plumbing
Groundwork License. New license category will be written and
presented at the April meeting for review and possible action.
Review and action on outstanding plumbing and mechanical
license applications. Motion by Miller, second by Whitaker to deny
mechanical license application submitted by Kyle Krumwiede, Homer,
Nebraska based on test results. All members present voting Aye.
Motion by Whitaker, second by Miller to set the regular
meeting date of the Licensing Board as the first Monday of each
month at 8:00 a.m. All members present voting Aye.
Motion by Miller, second by Whitaker to adjourn the Licensing
Board meeting at 10:25 a.m. All members present voting Aye.

LICENSING BOARD
APRIL 7, 1997
8:05 A.M.
Present: Rod Storm, Dale Miller, and Warren Whitaker. Also
present was Brenda Taylor.
Motion by Storm, second by Miller, to approve the minutes of
the March 10, 1997, meeting as presented to members. All members
present voting Aye.
Miller presented a proposed policy defining work which does or
does not require a plumbing licenses. Policy discussed and held
for further action.
Moved by Miller, second by Storm to recommend to the City
Council the adoption of an External Groundwork Plumbers License.
All members present voting Aye.
There were no pending license applications requiring action by
the board.
Moved by Miller, second by Whitaker to bring city code into
compliance with state requirements for electrical licensing and to
change helpers license designation to Apprentice License. All
members present voting Aye.
Moved by Storm, second by Miller to approve revised heating
license application test as presented by Miller. All members
present voting Aye.
Moved by Storm, second by Miller to recommend to the City
Council the adoption of a redefinition of requirements for Master
Plumber and Master Heater licenses as presented by Miller. All
members present voting Aye.
Motion by Storm, second by Miller to adjourn the Licensing
Board meeting at 8:56 a.m. All members present voting Aye.

AUGUST 11, 1997
8:00 A.M.
Present: Rod Storm, Dale Miller, and Warren Whitaker.
Motion by Miller, second by Storm, to approve the minutes of the May 12, 1997,
meeting as presented to members. All members present voting Aye.
Discussion was held regarding the Licensing companies doing refrigeration
maintenance work. Companies only doing maintenance of refrigerant handling can operate
under State Certification. Any repairs or modifications must be done by Licensed
Mechanical Contractor.
Discussion of Robert Puckett license application for Master Plumber. Applicant
failed test. Motion by Storm, second by Miller to deny issuing Master Plumber's license for
Robert Prickett due to failure to pass test.
Motion by Storm, second by Miller to adjourn the Licensing Board meeting at
10:10 a.m. All members present voting Aye.

September 18, 1997
8:00 A.M.
Present: Rod Storm, Dale Miller, and Warren Whitaker.
Motion by Storm, second by Miller, to approve the minutes of the August 11, 1997,
meeting as presented to members. All members present voting Aye.
Don Watts was present and registered a complaint about word done on his roof at
1865 Grant Street by Hansen Construction. Mr. Watts said he was unable to obtain
satisfaction from the contractor both in repairing the work and collecting from the contractor
for expenses incurred due to a broken air conditioner and water leakage into the house.
A letter of complaint was received from Dennis McCormick regarding Hansen
Construction. In the letter, he cited inferior work in roofing his house and material not paid
for.
Motion by Storm, second by Miller to contact Hansen Construction to correct the
above situations and attend October Licensing Board meeting concerning retention of
"Contractor's License ". No permits are to be issued for work to Hansen Construction, Mike
Hansen or Ed Hansen for thirty days. All members present voting Aye.
Motion by Storm, second by Miller that the application of Mick Ellis for Master
Heater's License be denied for failure to pass the exam. All members present voting Aye.
Discussion was held concerning licensing of General Contractors. Whitaker is to
formulate a survey to be sent to area communities to find out what criteria and requirements
they use in their licensing procedures.
Motion by Miller, second by Whitaker to adjourn the Licensing Board meeting
at 9:50 a.m. All members present voting Aye.

October 6, 1997
8:12 A.M.
Present: Rod Storm, Dale Miller, and Warren Whitaker.
Motion by Storm, second by Miller, to approve the minutes of the September 8, 1997
meeting as presented to members. All members present voting Aye.
Mike Hansen was present for discussion of complaints by Don Watts, Dennis
McCormick and Erna Good. He is now doing business as A -1 Siding and Improvements.
Hansen construction disbanded approximately six (6) weeks ago. He is no longer
associated with Ed Hansen in business. Mike stated that Don Watts has been paid for the
damage to his residence. He has agreed to have the McCormick residence reroofed at his
expense by another contractor and has presently filed suit in small claims court for payment
at the original bill. He has agreed to look at the Good roof and will re -roof, if necessary, but
states he followed the pattern of the existing rolled roofing. Mike also stated he is current in
payment with all of his suppliers. Moved by Storm, second by Miller to permit suspension
remain in effect until November Board meeting. At that time, the board will have checked
with complainants and suppliers as to satisfaction of claims and payments to suppliers with
decision on license suspension to be made at that time. All members present voting Aye.
Motion by Storm, second by Miller to rescind the suspension against Ed Hansen as
long as he is not working in partnership with Mike Hansen and /or A -1 Siding and
Improvements. All members present voting Aye.
Motion by Miller, second by Whitaker to adjourn the Licensing Board meeting
at 9:20 a.m. All members present voting Aye.

November 3, 1997
8:10 A.M.
Present: Rod Storm, Dale Miller, and Warren Whitaker. Also present were Mike
Hansen, Dennis McCormick and Don Boswell.
Motion by Storm, second by Miller, to approve the minutes of the October 6, 1997
meeting as presented to members. All members present voting Aye.
A discussion was held about a letter received from Nebraska Lumber concerning
debts of Mike and Ed Hansen. Motion by Storm, second by Miller that license be
suspended for one year. Application can be made after that time for re- licensing. All
members present voting Aye.
Dale Miller presented information furnished by Don Boswell about licensing of
General Contractors.
Review and consideration of application made by Mick Ellis for a Master Heater's
License. The applicant failed the heating test with a score of 61%. Motion by Storm,
second by Miller to deny issuing Master Heater's license to Mick Ellis. All members present
voting Aye.
Review and consideration of application made by John Gerken for a Master
Plumber' License. The applicant failed the plumbing test with a score of 40 %. Motion by
Whitaker, second by Miller to deny issuing Master Plumber's license to John Gerken. All
members present voting Aye.
Review and consideration of application made by Tim J. Melia for a Master
Plumber's License. The applicant passed the plumbing test with a score of 88 %. Motion
by Miller, second by Storm to approve the issuance of a Master Plumber's license to Tim J.
Melia. All members present voting Aye.

9:10 a.m. All members present voting Aye.

Motion by Storm, second by Whitaker, to approve the minutes of the November 3,
1997 meeting as presented to members. All members present voting Aye.
Miller presented proposed test for General Contractors. Discussion was held
regarding this matter and will be reviewed again at the January meeting.
Review and consideration of application made by Charles Graham for a Master
Heater's License. The applicant failed the heating test with a score of 61%. Motion by
Storm, second by Whitaker to deny issuing Master Heater's license to Charles Graham. All
members present voting Aye.
Review and consideration of application made by Jeffery L. Cooper for a Master
Heater's License. The applicant passed the heater's test with a score of 84 %. Motion by
Storm, second by Miller to approve the issuance of a Master Heater's license to Jeffery L.
Cooper. All members present voting Aye.
Motion by Miller, second by Storm to adjourn the Licensing Board meeting at 11:10
a.m. All members present voting Aye.
