See the attachment if you have not received a copy in the mail. You will notice on page 3 of the document that FEMA references their Technical Bulletin 10 -01, "Ensuring that Structures Built on Fill In or Near Special Food Hazard Areas are Reasonably Safe from Flooding I have attached a copy of this technical bulletin as well. The City of Blair will, as part of our membership in the NFIP, abide by the guidelines found in TB 10 -01. Specifically, the requirement that development must be "reasonably safe from flooding ". This standard is also required by the City of Blair's floodplain regulations. Specifically, Section 1002.19, Floodplain Development Permit Procedure, requires: The City Administrator and /or his designee is hereby appointed to administer and implement the provisions of this Section. Duties of the City Administrator and /or his designee shall include, but not be limited to: 1) Review of all development permit applications to assure that sites are reasonably safe from flooding and that the permit requirements of this Section have been satisfied. I bring this to your attention now that you have received the LOMR -F from FEMA. I expect that the Clark's will desire to move forward with construction as soon as possible. We look forward to reviewing construction documents and working with you and others to ensure the Clark's are able to build a wonderful new home that is safe from flooding. LEGAL PROPERTY DESCRIPTION FILL RECOMMENDATION PORTIONS REMAIN IN THE SFHA This document provides the Federal Emergency Management Agency's determination regarding a request for a Letter of Map Revision based on Fill for the property described above. Using the information submitted and the effective National Flood Insurance Program (NFIP) map, we have determined that the described portion(s) of the property(ies) is /are not located in the SFHA, an area inundated by the flood having a 1- percent chance of being equaled or exceeded in any given year (base flood). This document revises the effective NFIP map to remove the subject property from the SFHA located on the effective NFIP map; therefore, the Federal mandatory flood insurance requirement does not apply. However, the lender has the option to continue the flood insurance requirement to protect its financial risk on the loan. A Preferred Risk Policy (PRP) is available for buildings located outside the SFHA. Information about the PRP and how one can apply is enclosed. This determination is based on the flood data presently available. The enclosed documents provide additional information regarding this determination.
