COUNCIL MEMBER RYAN INTRODUCED THE FOLLOWING RESOLUTION:
BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF BLAIR,
NEBRASKA:
WHEREAS, the City of Blair Nebraska proposed to apply for assistance from the
TRANSPORTATION ENHANCEMENT PROGRAM for the purpose of constructing the
Lincoln and Dana Trail Connectors; and
WHEREAS, the project includes the construction of two trail connectors with a total
length of 3800 Lineal Feet. The trail connectors will be constructed of 10 feet wide by 6 inches
thick hard surfacing trail for the purpose of developing connecting links to existing trails to
logical termini locations. The two trail connectors are Lincoln Trail Connector from the
intersection of Blaine Street and Fairview Drive to the Missouri River front and the Dana
Connector Trail from just west of 22" Street intersection with Highway 75 west to the Deerfield
Blvd and Highway 75 Intersection on the south side of Highway 75.; and
WHEREAS, the City of Blair, Nebraska has available a minimum of 20% of the project
cost and has the financial capability to operate and maintain the completed facility in a safe and
attractive manner for public use; and
WHEREAS, the proposed application and supporting documents were made available for
public review at a properly announced meeting of the Blair Mayor and City Council.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of
Blair, Nebraska that the Mayor and Director of Public Works of the City of Blair Nebraska, are
hereby authorized to apply for financial assistance from the Transportation Enhancement
Program for the purpose of constructing segments of the Lincoln and Dana Trail Connectors.

The Dana Trail Connector will connect the newly developed Dana Trail south of Highway 75 just west of
22 Street west to the signalized intersection of Deerfield Blvd and Highway 75. The trail is 810 leneal
feet long and will be 10 feet wide by 6 inches thick potland cement concrete. The trail connector will
cross Cauble Creek at Highway 75 by using a retaining wall system keping enviromental impacts and
costs to a minimum.
DESCRIBE HOW YOUR PROJECT RELATES TO TRANSPORTATION (AS DESCRIBED IN APPLICATION GUIDELINES):
The Dana Trail Connector is an extension of the city's trail system that provides alternative
transporatation routes to residents to access retail stores, work and recreational destinations within the
city. Public that chose to utilize the city's trail system to access their desinations relieve traffic from city
streets and local highways within the city.

The Dana Trail Connector is part of the City of Blair's Master Trail Plan Adopted by the city in 2001.

PUBLIC BENEFITS OF THIS PROJECT:
At the time when the Dana Trail was being developed the intersection of Deerfield Blvd and Highway 75
signals were not activated and not planned to be activated for some period of time. However, in 2009
the local school board decided to construct a new elementry school just north of the Deerfield Blvd and
Highway 75 intersection thus providing the necessary warrants to have the singanals activated. The
current highway crossing for the dana Trail is located just west of the intersection of 22 Street and
Highway 75. This location was agreed upon by the city and the ebraska Department of Roads as NDOR
did not want the crossing to be at an intersection that was not signalized. The Dana Trail connects wit
the Deerfield Trail north of Highway 75.
In addition, Highway 75 had been urbanized on the south side from 22 Street west to 25 Street over
the past two years eliminating the need for drainage ways along the Highway making it now possible for
the trail to be constructed on the south side of the Highway.
This proposed trail connector will allow trail users to cross at the signalized intersection of Highway 75
and Deerfield Blvd under the security of a controled intersection. The new Highway 75 crossing for
Dana 1 - rail will then be closed and eliminated removing all pavement parkings and eliminating the
accesses to the edge of the Highway.

The Lincoln Trail Connector will extend the existing trail that will and does run along the north side of
Jackson and Blaine Streets east along the north side of Fairview Drive to the Missouri River. The trail
connector will begain at the intersection of Blaine Street and Fairview Drive then extend east to the
Optimist Park along the Missouri River front. The trail then will extend through the park avoiding all
existing paking areas to the northeast corner of the park. This is the location of the future trail extension
to the California Bend area developed by the Papio Natural Reaources District. The Lincon Trail currently
starts at the intersection of 10the and Jackson Sttreets intersection and extends to the east to 3 rd Street.
The next section of the Lincoln Trail starts at the intersection of 3 rd and Jackson Streets Intersection and
will extend to the east to the intersection of Blaine Street and Fairview Drive. This section of the Lincoln
Trail has been funded with Surface Transporation Program Funds and is in the development stage. The
completion of this segment of the Lincoln Trail is expected by summer of 2013.
The proposed trail connector will be constructed with protland cenment concrete 10 feet wide by 6 inches
thick and is 3000 LF long. This is the same type of construciton for the current trails to the west of this
proposed trail exteesion.
DESCRIBE HOW YOUR PROJECT RELATES TO TRANSPORTATION (AS DESCRIBED IN APPLICATION GUIDELINES):
The proposed Lincoln Trail Connector will allow the public to access the Missouri River front utilizing
alternative transportation methods. Currently there are significant numbers of the public who access the
Missouri River front daily and this proposed trail connector will allow the public who choose to utilize
alternative tranporation to access the river front in a safe manner by seperating the motering public from
the public who choose to either walk or bike to the river front.

PUBLIC BENEFITS OF THIS PROJECT:
The Lincoln Trail follows the Old Lincoln corridor through Blair from the Missouri River to 10 Street.
This trail will be identified through the city's new Transporation Interpitive center as for it's relationship
the Old Lincoln Highway identification.
One of the main attractions in the City of Blair for residents as well as public from outside the city is the
Missouri River front. This trail connector will allow Blair to complete the entire length of the planned trail
encouraging the public to utilize alternative modes of transportation to visit the river front and reduce
vehiclular traffic at the Optimist Park. During many warm weather days the park is croweded with
vehicles and the park has one of only a few boat lounching docks between Omaha and Sioux City.
Another benefit of the trail will be the reduced traffic on Fairview Drive especially during warm weather
days as the number of vehicles used to bring people to the reiver front will be eliminated as the public
realize the benefit of accessing the reiver front by way of the Lincoln Trail.
The Lincoln Trail will tie into the planned trail system for the Califirnia Bend area. This area has a
master plan developed by the Papio Natrual Resources District which will allow for public fishing and
wildlife sight seeing. If the Lincoln Trail is not extended to the river front, this recreational area will only
be accessable with vehicluar traffic increasing the congestion the Optimist Park and creating a safety
concern for all who
