The permit application was initially made in Oct 2011. At that time, I was not aware of any . special inspection requirement. Construction started in early Jan 2011 and finished May 2011. 1 have an engineering degree and have been implementing various construction projects at the Cargill plants in Eddyville, IA and Blair, NE since 1994. Either a Cargill personnel (part of the project team) or I have done field reviews during the installation of piling, rebar and concrete for the Lactic Acid cooling tower. I am satisfied with the work that was done to install the piling and foundation of this cooling tower. The contractor involved is as follows, Piling, Rebar and concrete: Gethmann Inc. Cargill has significant experience with Gethmann starting with the piling installation for original plant construction in 1993. They have installed over 10,000 piles on the site. They also have been the significant concrete contractor on site, as well as poured in the neighborhood of 100,000 yards of concrete here. Cargill considers their work to be satisfactory. Please consider this letter in lieu of the inspection report as recommended by IBC 2009 table 1704.4 and table 1704.7. Yours Sincerely, Antony John
