However, on November 5, 2010, Howard Wolfe, City Building Inspector, performed an inspection confirming that said owners, Norman and Kristen Kyle, securely barricaded the upstairs door openings to the back of the residential structure and agree to maintain the barricades until such time the City of Blair approves the removal of both barricades. It is further agreed, that the Kyle's will construct one or more rear decks to be completed on or before July 1, 2011 and will obtain a building permit for the construction of these rear deck(s). This permit will be approved and inspected by the City Building Inspector. At the time the deck(s) pass a final inspection by the City Building Inspector, authorization will be given for the removal of the barricades.
