LEGAL DESCRIPTION: Lot 22 in 66 Heights Addition to the City of Blair, Washington
County, Nebraska.

This agreement is entered into on November 3, 2010 by and between Robert Williams,
hereinafter referred to as "Williams" and the City of Blair, Nebraska, hereinafter referred to as
«City
Whereas, Williams has a service panel with integrated service disconnect located in a
bathroom in the basement of the residence on the real estate described above, and
Whereas, the City Zoning Regulations and Building Code do not allow a service
disconnect and breaker panel to be located in a bathroom, and
Whereas, the 2008 National Electric Code defines a bathroom as "an area including a
basin with one or more of the following: a toilet, a tub, or a shower ", and
Whereas, permanently removing the existing sink (basin) converts the bathroom into a
utility room.
Therefore, for valuable consideration the parties hereby agree as follows:
1. Williams shall permanently remove the existing sink (basin) from the basement
bathroom, converting the room into a utility room.
2. The City of Blair acknowledges that the former bathroom shall be converted into
a utility room and will not be approved as a bathroom as long as the service
disconnect and breaker panel remain in the utility room.
3. Williams shall also frame in around the breaker panel and install an approved
door over the breaker panel to keep moisture out of the breaker panel.
4. The above work must be inspected and approved by a building inspector working
on behalf of the City.
5. This Agreement shall be binding upon and inure to the benefit of the parties
hereto, their successors and assigns.

Howard and I met with Kris Robinson, Dick Sederburg (Dick's Electric) and Bill Warrick to discuss the
situation with Rob Williams' basement bathroom and service /breaker panel. Fortunately, Kris was there,
because he does not believe that the NEC requires that a service panel cannot be "above" a washer or dryer if
they can be easily moved, which these can be.
Therefore, Bill is going to:
1. Wall off the washer /dryer area and install non - vented bi -fold doors.
2. Install vents in the stair risers to provide adequate air circulation for the water heater that is tucked under
the stairs.
Therefore, Rob will be able to reinstall the sink and cabinet in the bathroom once all this work is done. Kris will
inspect all of this work, since he noted the violations as part of his electrical inspections.
Brenda — once the final inspection has passed, you can destroy the agreement Rob signed.
