2010-40RESOLUTION NO. 2010 - 40 COUNCIL MEMBER STEWART INTRODUCED THE FOLLOWING RESOLUTION: WHEREAS, the City of Blair, Nebraska entered into an Agreement with the Nebraska Energy Office for an Energy Efficiency and Conservation Block Grant #09/10 -E017 in July, 2010, and WHEREAS, an amendment to the Energy Efficiency and Conservation Block Grant #09/10 -E017 is now necessary for the City of Blair and OPPD to use a different LED Street Light fixture than the type initially approved in the project funded by Energy Efficiency and Conservation Block Grant #09/10 -E017, and WHEREAS, approval must be obtained from the Nebraska Energy Office to allow the use of a different type of LED Street Light fixture in this project; and NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF BLAIR, NEBRASKA, that the "Request for Amendment" to the Energy Efficiency and Conservation Block Grant #09/10 -E017 between the City of Blair, Nebraska and Nebraska Energy Office has been presented to the City Council and is hereby accepted and adopted by the City of Blair, Nebraska. Said Amendment is attached hereto as Exhibit A and is fully incorporated herein by reference BE IT FURTHER RESOLVED THE MAYOR AND THE CITY CLERK of Blair, Nebraska are hereby authorized and directed to execute said Agreement on behalf of the municipality. The existing roadway light fixtures are American Electric — 11510SXHDT1 R2D, GE — CAR1153, Cooper Lighting - OVZ1 OSPF2EU1194GE — M2RR1 OS7H2GMS2, Lamp — Philips — C1 00S54 — ALTO or GE — LU100. OPPD has used only one LED roadway street light fixture in a very small pilot project in Omaha. The pilot project covered two city blocks and consisted of only four LED roadway street lights. OPPD and the City of Blair propose to use this same LED roadway street light fixture in the larger pilot project being proposed with this application. The LED roadway street light fixture is a Leotek FX Series Luminaries: SL —150W1 R2 -FX, 75 watt, LED Type and Color Temp ( +/ -10 %): InGaN — 5500K (replaces the standard 150 watt HPS) Equal to HPS Lumen Efficiency of 6,000. Proposed Amendment to Scope: Blair in cooperation with OPPD proposes to convert up to 590 existing roadway street lights that are currently using 100 and 200 Watt High Pressure Sodium, HPF ballast, 120/240 volt cobra head light fixtures. OPPD and the City of Blair will use the Cooper Lighting uLDRCT3SA02E" LED light fixture for the existing 100 Watt Light Fixtures, and the Cooper Lighting "LDRCT3SA02E" LED light fixture for the existing 200 Watt Light Fixtures, Reason for Amendment Request: When the original applications was submitted by OPPD and the City of Blair the LED light fixture proposed at that time was used by OPPD for the small pilot project in Omaha, Nebraska, but since that submittal OPPD has been able to research into other LED light fixtures that are available and compare their lighting capabilities and their associated costs. OPPD came to the conclusion that the Cooper LED light fixture would provide better light and be more durable to be used in our project. In addition, the Cooper LED light fixture is $182 per fixture lower than the Leotek FX Series Light Fixture for the 100 Watt equivalent fixture, and is only $59 more for the 200 Watt equivalent fixture. We did not include 200 Watt equivalent fixtures in the original proposal because of their costs but if this amendment is approved, we will be able to include 200 Watt equivalent light fixtures within the project increasing the overall energy savings. OPPD and the City of Blair have been able to better define our anticipated labor for this project. OPPD has a contractor they have for street light maintenance and they will be using this contractor for this project. The new labor rate for this project is estimated at $100 per LED light fixture instead of the $326.18 in the original proposal. With the cost savings of the proposed changing of the LED light fixtures, and the reduced labor estimate OPPD and the City of Blair are confident we will be able to convert 515 -100 Watt and 74 - 200 Watt light fixtures with this project for the same amount of money that is budgeted. This will allow a savings of an additional 100,000 kwh for an annual additional savings of $16,781.50, and an addional 315 metric tons of CO2 eliminated from the atmosphere. If this amendment is approvecd, the LED street light conversion project will convert 80% of the existing street lights within the city of Blair that OPPD is responsible for.
