Novozymes has contracted with Terracon Consultants, Inc. for the Structural Tests and Special Inspections in accordance with 'the IBC, chapter 17. The dock itself consists of sheet piling in the river, bearing on the bedrock below, which acts as a retaining wall for fill material to provide a level area to the river's edge. This bulkhead is restrained with tiebacks to counteract the lateral loads. A reinforced concrete pad atop the backfill functions as a driveway for the truck traffic during the unloading of barges to prevent rutting and erosion. The structural design was performed using empirical data from previous foundation designs performed at the adjacent Cargill campus and other projects on or near the Missouri River flood plain, as well as a soil report from Terracon from another adjacent project. We believe that this meets the requirements of Section 1802.1, with the exceptions allowed under Section 1802.2. Without the exception, all requirements are still met, given that the provisions of sections of 1802.2 through 1802.6.4 were provided by Terracon, and sections 1802.6.5 through 1802.6.9 were incorporated directly into the drawings by Zachry. All non - compliance or deviation reports will be boldly marked, as well as the remediation reports for each. Each non - compliance report WILL be addressed, remediated to the satisfaction of the Engineer of Record, and recorded. Terracon Consultants, Inc. will prepare the final report and certification that all inspections have been performed, and that the construction has been performed in accordance with the approved drawings. The record copy of the Testing and Inspections reports for the City of Blair will be maintained at the project site, will be readily available for your review, and will be transmitted to the City with the final reports and certifications upon completion of the project, or at your request. Please send. Section 1701 of The International Building Code requires the Special Inspector to be employed by the owner, design professional, or the owners agent, not the contractor. You may proceed, when you are ready, with the earthwork and piles at your own risk. The soils report and calc's. Will be needed to continue the plan review process. There shall be no unreasonable interference with navigation by the existence or use of the activity authorized herein. 4. The permittee agrees to make every reasonable effort to prosecute the construction or work authorized herein in a manner so as to minimize any adverse impact of the construction or work on fish, wildlife, and natural environmental values. i S. All construction debris will be disposed of on land in such a manner that it cannot enter a waterway or wetland. 6. The permittee shall establish and carry out a program for immediate removal of debris during construction in order to prevent the accumulation of unsightly, deleterious and/or potentially polluted materials. 7. Equipment for handling and conveying materials during construction shall be operated to prevent dumping or spilling the materials into wetlands or the waterway, except as approved herein. 8. Steps will be taken to p revent materials spilled or stored on site from washing into the wetlands or waterway r r r � Y as a result of cleanup activities, natural runoff, or flooding, and that, during construction, any materials, which are accidentally spilled into these areas, will be retrieved. 9. Clearing of vegetation must be limited to that which is absolutely necessary for construction of the project. All areas along the bank disturbed by the project must be reseeded with vegetation indigenous to the area, immediately following, or concurrent with the project to prevent erosion. 10. Construction activities in Missouri River (e.g., pile driving, coffer dam construction, etc) shall not occur from January 31 through July 1 to avoid impacts to the Pallid Sturgeon. If construction is planned or is delayed and needs to talk place during this timeframe the United State Army Corps of Engineers shall be contacted. Additional coordination will need to be conducted with Fish and Wildlife Service if construction will be taking place from January 31 to July 1 to determine effect to Pallid Sturgeon. 11.
