Doug Lade of Black & Veatch conducted a site visit on July 30, 2010, to observe and collect soil
samples from a residential basement excavation on property located at 1060 Colfax Street, Blair
( "Property "). The Property is south of the lot that once housed the former manufactured gas plant
( "MGP "). The following sections present general historical information regarding the vicinity of the
Property, observations during the site visit, and the analytical results for samples collected during the
site visit compared to Nebraska Department of Environmental Quality (NDEQ) remediation goals.
Property Background Information
Bulk oil storage tanks were located on the Property. The bulk oil storage tanks likely stored fuel oil
and other petroleum products. The MGP operated between 1908 and 1940 producing gas from coal
for heating and lighting. It appears that railroad tracks also had been located on a portion of the
Property.
After natural gas became available to Midwest communities, most above grade gas plant
components were demolished and removed, and below grade components were sometimes
abandoned in place. These below grade structures often contained residual materials associated
with the manufactured gas plant process.
The substances generally associated with 0 sites ulk oil tanks, and historic railroad operations
are aromatic hydrocarbons, including benzene; toluene, ethylbenzene, and total xylenes (BTEXs),
and polynuclear aromatic hydrocarbons (PAHs).
Attachment A contains historical maps of the area around MGP, showing the Property, the railroad
tracks, and bulk oil storage facilities.
Site Visit
Doug met with Lee Coe of Lee Coe Construction and explained that he was there to observe the area
excavated for the foundation.
The approximate dimensions of the foundation excavation were 24 feet by 70 feet. The depth of the
excavation varied from 6 feet to 6.5 feet, and was approximately 6 feet deep where the soil samples
were collected. Concrete foundation forms were set up in the excavation so samples were collected
from the ground surface using a hoe because the excavation could not be entered safely. The
excavation is approximately 60 feet south of the boundary between the Property and the former MGP
property.

No indication of visibly contaminated soil was seen along any of the excavation walls. Soil removed
from the excavation from the north wall for sampling contained no odor or discoloration. The soil was
light brown in color and appeared to be silty clay. Four soil samples were collected:
Soil sample SW01 was collected along the north wall, approximately 3 feet from
the west wall and 2 feet below grade.
Soil sample SW02 was collected along the north wall, approximately 3 feet from
the west wall and 4 feet below grade.
Soil sample SW03 was collected along the north wall, approximately 3 feet from
the east wall and 2 feet below grade.
Soil sample SW04 was collected along the north wall, approximately 3 feet from
the east wall and 4 feet below grade.
Soil samples were delivered to the Pace Analytical Laboratory of Lenexa, KS, on July 30 for analyses
of BTEXs and PAHs.
Attachment B contains photographs taken during the site visit.
Comparison of Analytical Results with NDEQ Remediation Goals
Table 1 on the following page summarizes the concentrations of BTEXs and PAHs detected in the
four soil samples. The table also contains the NDEQ Voluntary Cleanup Program Remediation
Goals for industrial and residential soil for comparison with the analytical results. Attachment C
contains the complete laboratory analytical results.
PAHs were detected in all of the soil samples. Toluene was detected in one soil sample. In general,
the concentrations decreased with depth. Shallow sample SW01, collected from the northwest
portion of the excavation wall, contained the overall highest PAH concentrations.
All detections of benzo(a)pyrene exceed NDEQ's residential remediation goal. Samples SW01,
SW02, and SW03 also exceed NDEQ's residential goals for benzo(a)anthracene and
benzo(b)fluoranthene. Benzo(a)pyrene was detected in sample SW01 at a concentration (2.18
mg /kg) just above the remediation goal of 2.1 mg /kg.
