BLAIR PARK ADVISORY BOARD
Oct. 3, 1991
The Advisory Board met at the Park Office, 19th and South
Streets, at 7:30 p.m. with President George Wilson presiding. Others
present were Marilyn Gentry, Bob Leonard, Gene Solomon, Bill Trisdale.
Minutes of the October meeting were approved as read.
Trisdale, Leonard, and Gentry reported on the Joint committee
meeting held on Tuesday, October 1, with members of the City Council,
the City Administrator, City Engineer, and Bob Ross, R V park Project
Engineer. The recommendation of that group is to (1) reject the only
bid received for the R V Park construction; (2) use City workers and
equipment for as much of the construction as possible; (3) bid out or
hire local contractors for the remaining work; (4) carefully document
all use of labor and supplies to be in compliance for receiving grants
from NRD and the Game and Parks Commission.
All members present had personal knowledge of some options
regarding charges for using R V parks. After exchanging information
it was decided to keep alert to what is done in other places. This
decision will not be required until the park is closer to completion.
On motion by Gentry, seconded by Leonard, there was unanimous
vote to purchase from Miracle Playground Equipment five spring toys:
Rodeo Rider, Lion, Squirrel, Frog, and Jet. To find out which are
reall the best, recommendation is to purchase two that have C Springs
and tw " coil springs.

The Park Superintendent has indicated that a few new tables need
to be added each year as some actually wear out. Motion by Solomon,
seconded by Trisdale, to purchase 3 new 8 foot tables of the same con-
struction as those bought last year. Motion carried. No nays.
It is time to get the TREE CITY USA application in. Wilson was
advised to seek help from Patty Plugge, Chamber secretary, in getting
it prepared.
Ralph Steyer reported that there are still areas of the parks
that need mapping. He continues to work on this but could use help.
Erosion at Black Elk Park remains a concern. Means of concen
trating the runoff into a chute were sought. The drainage area south
of the Lions Shelter was also discussed. Sections of the sidewalk
that were lifted when the old house was removed from Steyer Park could
be used to take pressure off the maintenance wall in that area.
The parks have not been fertilized or aerated recently. A
rotation plan for this will be considered at . a future meeting. There
was hesitation to fertilize unless moisture is available.
Steyer suggested an inventory be made of all plants in the Park
Department nursery so that designation could be made of plants for use
in the parks, at Arbor Park School, by the Recreation Committee, and
at the proposed R V Park.

Discussion on the condition of the Exercise Trail: It was
reported that this had been sprayed with Roundup early in the season.
It will be sprayed with another material before winter. OPPD has
agreed to provide clean wood chips for cover as soon as it is ready.
Leonard will keep track of this and report back.
Wilson appointed Solomon to get information from at least two
other park systems regarding Job descriptions for the park management.
A benefit bike race has been approved for an area of Black Elk
park in November. Solomon, Leonard, and Steyer are the committee to
meet with Jerry Wilke to lay out the race track so as to avoid
damaging young plant materials. Steyer is interested in identifying
some plants of particular interest near the track.
