BLAIR PARK BOARD
MEETING OF SEPTEMBER 2, 1993
The September 2 meeting of the Blair Park Board was called to
order at 7:30 p.m. by President Bob Leonard. Members present were
Marilyn Gentry, Gene Solomon, Bob Leonard, Jim Peterson and Bill
Trisdale. Also present were City Administrator Rod Storm, Park
Curator Ralph Steyer and Park Superintendent Dale Stricklett.
There were no bills presented for payment approval.
Ralph Steyer reported a $500.00 grant is available from the
State Arboretum for use in the parks. It involves matching funds
of which $360.00 is already pledged by Washington County Bank,
FirsTier Bank, Huntel Systems and Great Plains Corporation. Ralph
has the mapping done for Black Elk Neihardt Park. It was noted
that the state wide arboretum has about 45 sites at this time.
Blair has the largest site with more species of trees and shrubs
than the others.
The bicycle trail for the cystic fibrosis foundation race on
October 10th has been marked out at Black Elk Park. The park
system sustained considerable damage from the storm that moved
through Blair several weeks ago and several large trees were
completely destroyed. Most of the damage is covered but an
estimate of the cost is needed as the adjusters will be in the area
shortly. The park crews, in the last several years, have planted
26 trees throughout the parks and 11 trees at Vets Field. They
also have been busy mulching the trees and are about 90% done with
this project. This should solve the problem with mower and trimmer
damage.
Gene Solomon would like to donate some rare trees to the park.
This involves about 50 trees and there is some urgency involved as
his trees need thinning out. Motion by Gentry, second by Peterson
requesting Gene to hold the trees until a schedule could be worked
out as to where they would be planted. All the members present
voted Aye. The cost of the project is somewhere between $500.00
and $1000.00.
A motion was made by Peterson and seconded by Gentry to
expedite a plan for the trails in the park. All members present
voted Aye.
A motion was made by the board to grant Dale permission to
move a mound of ground from the rose garden.
Neil Jensen has been asked if his group would be interested in
the care of the rose garden. His response was neither yes or nor
at this point in time.

Rod Storm has a request from the Lions Club concerning the
Lions Park. They will repair they equipment in said park if the
City will pay for the material needed to do so. Motion by
Peterson, second by Gentry to approve the Lions Club request. All
members present voted Aye.
Rod reported that the boat ramp project is now fully funded,
but the bids coming in are to high due to all the contractors being
behind due to our weather. It was decided to wait until spring and
rebid the work. The Optimist Club is busy soliciting funds for
this project. He also touched on the possibility of locating a new
ice rink within the sports complex of Stemmerman Park and
incorporating a basketball court with same. The Board concurred
with this idea. Rod stated there is the possibility of locating
the park nursery on school ground northeast of the football field.
Mr. Otte will be consulted on this project. He also pledged better
cooperation between the City and the Park Board.
There being no further business the meeting was adjourned at
9:10 p.m.
