Minutes
April 11, 1996
The April Meeting of the Blair Park Board was called to order by Acting
President Jim Peterson at the Blair City Hall Conference Room. The meeting began
at 7:30 p.m. Those present included Gene Solomon, Kathy Kuster, Marysue Pook.
Steve Buller, and Jim Peterson. Blair City Park Superintendent Pat Long was also
present for the meeting.
It was moved by Gene Salomon ,.seconded by Kathy Kuster, to accept the minutes
of the previous meeting as mailed. Motion carried.
Pat Long presented the Board with a bill for $281.87 for sand for around the
playground equipment at Stimmerman Park. Gene Solomon moved, seconded by Mary
Sue Pook, to accept these bills. Motion carried.
Discussion was held about the Arbor Day celebration for Blair. The tree
planting ceremony will be held on April 20 at Bob Hardy R.V. Park. The program
will begin at 10:00 a.m. and will feature the planting of two trees. Jim
Peterson will invite Mayor Mick Mines and Forester Dave Mooter to speak at the
event. He will also contact Kathy Schwartz of the Enterprise to take pictures
of the celebration.
• Discussion was held concerning the Tree City Award. Gene Solomon and Jim
Peterson represented the City of Blair at the award ceremony held at the State
Capital on Wednesday, April 3. It was the 13th straight Tree City Award received
by Blair.
Election of Officers :.
Election of Officers for the Blair Park Board was then held. Election
results included Kathy Kuster as President: Steve Buller at Vice President, and
Jim Peterson as Secretary.
Old Business
Steve Buller brought to the attention of the group that the Pioneers at Blair
do have a motion pending to provide $500.00 for a glider swing for one of the
Parks in Blair. Motion is pending at this time by the Pioneers.
Discussion was held in regard to the Playground Committee meeting to discuss
needs for the Parks. The committee will meet on April 18 at 9:00 a.m. at the
Park Board Office at City Hall.
New Business
Pat Long reported that a Boy Scout Troop would be working at Black Elk Park
repairing Trails. He requested of the Board that the group be allowed to camp
• over night at the Park. After considerable discussion, Steve Buller moved,
seconded by Marysue Pook. that the Boy Scouts be allowed to stay over night at
Black Elk Park. Motion carried.
Pat Long then discussed the proposed tree planting along the border between
Mathiesen Grain and Lions Park. The Mathiesens desire to plant trees along this
border of about 230 feet in length. There would be 12 to 18 trees planted.
Marysue Pook suggested that some type of evergreen be used for this planting.
Gene Solomon suggested Mugo Pine be included as one of the species. Pat Long
will talk with Ed Rasmussen who will be selling the trees to get his suggestion.
Other suggestions included seedless ash and Emarld Ash.
Pat Long also suggested that as a part of the Arbor Day Tree Planting
Ceremony that we plant a persiminon tree in remembrance of Ralph Steyer. Steve
Buller moved, seconded by Marysue Pook that this be done. Motion carried. The
Friends of the Arboretum will provide signage for the persiminon.
An application for a grant for a fitness trail involving Dana College has
been submitted. The grant opportunity will be decided by October 1.
Discussion was held in regard to shingling of shelters at South Park. Lions
Club will be reshingling Harry Ohrt Shelter. The city is supplying all the
shingles and all other materials. North Shelter has all the paving completed at
a cost of $1,600.00. Pat reported that this was paid by the Masonic Lodge. The
Lutheran Brotherhood will donate $400.00 to tear off the shingles. Dave McGinnus
will donate their time to reshingle the shelter. The Masonic Lodge will pay
between $3,000 and $4,000 dollars for materials.
The Park Board was encouraged to provide public relations to these
organizations. We need to thank them sincerely for their efforts and financial
support. A suggestion was made for a rededication of the shelters involving
these organizations. No decision was made.
With no further business on hand, motion was made to adjourn. Motion carried
