02-09-2000• • Blair Park Board Meeting February 9, 2000 The February meeting of the Blair Park Board was called to order by President Kathy Kuster at 7:30 p.m. on Wednesday, February 9, 2000. The meeting was held at the City Hall. Those present included Kathy Kuster, Ann George, Neil Jensen, Jim Peterson and Donna Mahlendorf. Absent: Bobbie Cade. Pat Long, the Superintendent of the Blair Parks, was present, as were Bruce Webster, Judy Seaver, Kus Kuster, Merna Brown, Bruce Tomecek and Mike Henricks. A motion was made and seconded to accept the minutes of the November 10, 1999 meeting of the Park Board. Motion was approved. No bills were submitted for approval for payment. The sign for Ralph Steyer Park will be installed shortly. The Friends of the Blair Community Arboretum purchased the sign. Signs are being ordered for Stemmerman Park, Lyons Park and Dana College trail. Construction of new bathroom at Steyer Park and new Park Shop at the cemetery will begin in the near future. Mike Henricks discussed need for rehabilitation of tennis courts at Stemmerman Park. He indicated that there is a need for resurfacing the playing field, new nets and windbreak screening. Mike indicated that there are approximately 200 people that use the tennis courts, 1111 including Cargill and YMCA leagues, Blair High students and the general public. A motion was made by Ann George and seconded by Neil Jensen to support Mike Henricks in his efforts to revitalize and repair the tennis courts at Stemmerman Park. Motion was approved. Pat Long had indicated that repair to the tennis courts has been in the one and five - year plan for several years but funding has been lacking for the project. Election of officers were made for the year 2000 Neil Jensen was nominated for president by Kathy Kuster and seconded by Jim Peterson. Nominations were closed. Motion was approved. Kathy Kuster was nominated for vice president by Jim Peterson and seconded by Ann George. Nominations were closed. Motion was approved. Ann George was nominated for Secretary by Jim Peterson and seconded by Kathy Kuster. Jim Peterson was nominated for Secretary but cordially declined. Nominations were closed. Motion was approved. Pat Long asked for recommendations on planting beds in the Parks. It was discussed the flowerbed at Steyer Park be continued and additional beds be planted around the new signs in Lyons and Stemmerman Parks. The Blair Leash Law and pet waste was discussed. The leash law requires that pets be on a leash. There is no law that requires pet waste to be picked up by the landowners. Pat Long indicated that this is becoming a problem in several parks near the entrances and some high traffic areas. A motion was made by Kathy Kuster and seconded by Ann George that a request be made to the City Council to amend the Leash Law to require landowners to pick -up and properly dispose of their pet waste unless an area is designated for such. Motion was approved.
