St Mary's Episcopal Church bell chimesi. e � � Mr. Fritz Wolff 805 N 22 Street Blair, NE 68008 June 18, 2010 Dear Mr. Wolff, Thank you for your letter dated August 25, 2009 regarding the request from St. Mary's Episcopal Church for a memorial electronic bell chime to play music on appropriate dates and times. Based upon my conversations with Mayor James Realph and City Administrator Rod Storm, the City of Blair does not issue permits for such items and therefore does not restrict their installation. As with any bell chime, the City might in the future receive a complaint concerning excessive noise from any electronic bell chime St. Mary's Episcopal Church might install. If that would occur, City staff would work with the church to resolve the issue according to any ordinance that exists at that time. As you indicated in your letter, playing the bell chime only during the hours of daylight and at a pleasing sound level should help alleviate any complaints that might arise. The above would be played only during the hours of day light and at a pleasing sound level like that of Dana College, First Lutheran Church, and Hanson's Insurance Agency which has a striking clock on main street.
