2010-27RESOLUTION NO. 2010 - 27 COUNCIL MEMBER FANOELE INTRODUCED THE FOLLOWING RESOLUTION: WHEREAS, the City of Blair, Nebraska has entered into an Agreement with the City of Blair, Nebraska, contracting for the services of an Electrical Inspector to be provided by the Washington County to the City of Blair. WHEREAS, the Agreement between the City of Blair, Nebraska and Washington County, Nebraska, contracting for the services of an Electrical Inspector to be provided by Washington County to the City of Blair is acceptable to the Mayor and City Council. NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF BLAIR, NEBRASKA, that the Agreement between the City of Blair, Nebraska and Washington County, Nebraska which has been presented to the City Council, is hereby accepted and adopted by the City of Blair, Nebraska. BE IT FURTHER RESOLVED THE MAYOR AND THE CITY CLERK of Blair, Nebraska are hereby authorized and directed to execute said Agreement on behalf of the municipality. WHEELER, CITY CLERK INTERLOCAL AGREEMENT This Agreement made this day of eta e , 2010, by and between the City of Blair, Nebraska, a governmental subdivision, hereinafter referred to as "City" and Washington County, Nebraska, a governmental subdivision, hereinafter referred to as "County ". WITNESSETH: 1. City hereby contracts with County for the services of an Electrical Inspector for new residential buildings and for residential projects that include main service panel replacement. 2. The parties further agree the County shall provide a qualified person to perform the duties of Electrical Inspector as set forth herein. 3. It is agreed by the parties that the City shall: a. The City, through its representatives, shall make all determinations in regard to the qualifications of any electrical contractor performing work or services in the building permit jurisdiction of the City of Blair, such determination to include but not limited to verification that any electrical contractor has complied with all State and City Laws, ordinances or regulations in regard to the appropriate licensing requirements; b. The City shall be responsible for the issuance of any permits, following review and approval by the City of Blair Building Inspector. The City's Building Inspector will review all plans and specifications for determination of conformity with electrical codes in effect at that time. Plans will be available for review by the Electrical Inspector, if desired; c. The City, through its representatives, shall collect all required permit fees (as per the City's electrical fee schedule) and remit payment to the County for the Electrical Inspector's services as billed to the City monthly, or as otherwise agreed upon, by the City and County; d. The City, through its representatives, shall coordinate all electrical inspection requests to the County Planning Department in a timely manner (in most cases at least a minimum of twenty -four (24) hours notice); e. The City shall obtain the necessary permits or approvals from the office of the State Electrical Inspector for the County to undertake electrical inspections on behalf of the City in the building permit jurisdiction of Blair. 4. The County agrees to provide the following services: a. The Electrical Inspector shall perform on -site electrical inspections necessary to determine conformity with the electrical codes in effect at the time; b. Upon completion of all electrical inspections by the Electrical Inspector, a copy of the inspection report will be delivered to the City; c. The County will submit to the City, on a monthly basis, or as otherwise agreed upon, an invoice connected with residential electrical inspections made by the Electrical Inspector on behalf of the City. 5. As consideration for the services provided by this Agreement, on a monthly basis, or as otherwise agreed upon, the City will compensate the County per the following for the services of the Building Inspector (these fees may be amended from time to time as agreed to by the parties): a. At a flat rate of $37 per hour (which represents one hour), without regard to how many inspections are performed in that hour, for any inspection, conference or status check type inspection. The initial minimum billable time is one hour; b. Any inspection, conference, or status check type inspection, after the initial minimum billable time (one hour) will be in 15 minute increments ($9. 25/quarter hr.); c. At a flat rate of $52 per hour (which represents one hour) for any re- inspection (as defined by the City). The initial minimum billable time is one hour. Any billable re- inspection fee after the initial minimum time (one hour) will be in 15 minute increments ($13.00 /quarter hr.); 6. It is further agreed by and between the parties the County shall have direct supervision and control of the Electrical Inspector on the day to day operational basis and such Inspector shall be an employee of County. 7. It is further agreed that the parties shall work together when the Electrical Inspector is not available, such as due to sickness, vacation, continuing education conferences, etc. 8. This Agreement shall be on a month to month basis commencing on July 1, 2010; provided further, that either party may terminate this Agreement by giving thirty (3 0) days written notice of termination to the other party. CITY OF BLAIR, NEBRASKA ATTEST: d. At a flat rate of $82 per hour (which represents one hour) for any after -hours inspection. The initial minimum billable time is one hour. Any billable after - hours fee after the initial minimum time (one hour) will be in 15 minute increments ($20. 50/quarter hr.).
