2010-26RESOLUTION NO. 2010 - 26 COUNCIL MEMBER WOLFF INTRODUCED THE FOLLOWING RESOLUTION: WHEREAS, the City of Blair, Nebraska, has received funds as an eligible unit of a general local government under the Housing and Community Development Act of 1974 as Amended for Small Cities Community Development Block Grant Program; and, WHEREAS, the City of Blair, Nebraska has adopted a CDBG Reuse Program that has been approved by the Nebraska Department of Economic Development for the creation of jobs, job training, and the elimination of slum and blighted conditions in the City's redevelopment area; and, WHEREAS, the City of Blair, Nebraska, has identified an appropriate use of the funds received in the Community Development Block Grant Reuse Program account to help remodel the existing building at 1844 Washington Street by eliminating blighted conditions to provide a location for a process operations training facility working through and with Gateway Development Corporation, Metro Community College, Washington County, and several area private corporate partners; and, WHEREAS, according to the Reuse Plan the application was submitted to the City of Blair LB 840 Review Committee for review and recommendation; and WHEREAS, the City of Blair LB 840 Review Committee has reviewed the application and program requirements and has voted to recommend approval of the request. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BLAIR, NEBRASKA that the Mayor and City Clerk of the City of Blair, Nebraska be authorized and directed to proceed with the formulation of any and all contracts, documents or other memoranda between the City of Blair and the other partners to provide $80,000 grant funds from the City of Blair CDBG Reuse Fund for said project. ALLOCATION/USE OF FUNDS Land Acquisition Building Acquisition Remodeling/Renovation New Construction Working Capital $ 320,000 — Estimated Costs Other $ 230,000 — Operating Expenses Brief Summary of Project: Gateway Development Corporation in partnership with Metropolitan Community College and the City of Blair have been working for the past several years to develop a process operations training program that would meet the training needs of the businesses on the Blair Biorefinery Campus, the Fort Calhoun Nuclear Power Station, water /waste water employees and any other business in Washington County that utilizes the process controls skill set. To our knowledge, there are no other community colleges or trade institutions in the Omaha statistical area that offer this type of program. Metropolitan Community College has worked closely with the businesses on the Blair Biorefinery Campus, the City of Blair and the Omaha Public Power District to develop the curriculum for a Process Operations Technology Degree. Students that participate in the program will be required to complete 27 hours of general education training, 55 hours of major education training and 14 hours of optional training in Bio- Processing or Power Plant Operations for a combined total of 96 credit hours. Students that achieve the 96 credit hour requirement will leave the program with an Associate in Applied Science Degree. Funding to get this facility up and operational is a joint partnership that includes four industry partners, the City of Blair, Washington County, Metropolitan Community College and Gateway Development Corporation.
