By our agreement signed and dated the 23rd day of June, 2010, the City committed $2000 a
year for two years.
Based on your summary with your extension request, the first year had expenses of $104.07
and $118.58 for the second year. Therefore, we will extend your time to use the remaining
$1881.42 of the second year until July 1, 2013. Any additional extension of request for funding
will need to go to the City Council.
Also, by the agreement, you are required to bill us monthly for the previous month's expenses.
To date, we have not received a bill for any of these charges.

Whereas, the Retired and Senior Volunteer Program (RSVP) sponsored by the Eastern Nebraska
Office on Aging provides free transportation services for the elderly in Blair (Car -Go); and
Whereas, the Blair (Car -Go) program utilizes volunteer drivers, that drive their personal vehicles
to transport senior residents who have no other means of transportation to access medical
appointments, acquire medical equipment, and to access; the pharmacy, grocery shopping, banks,
beauty and barber shops and to attend to other personal business matters etc; and
Whereas, the RSVP reimburses those volunteer drivers for their automobile mileage in providing
transportation for the senior residents; and
Whereas the RSVP seeks to obtain funds, including donations, from the Blair Community to help
fund this important program; and
Whereas, the Mayor and City Council for the City of Blair is willing to help fund this important
public need.
Now Therefore, it is agreed by the patties as follows:
1) That the City of Blair will fund the RSVP Car -Go program $2000 per year for
two (2) years (2010 & 2011).
2) That effective date of this agreement shall be July 1, 2010.
3) That starting with mileage reimbursement costs on July 1, 2010, the City of Blair
will reimburse the RSVP monthly for all Blair Car -Go mileage expenses incurred
monthly until the $2000 reimbursement level has been reached. Should the $2000
level not be exceeded by June 30, 2011, the balance of the City's $2000
obligation shall terminate and the second year's obligation shall begin on July 1,
2011 and shall end on June 30, 2012.
4) That the RSVP shall bill the City of Blair monthly for the previous month's
mileage costs by the 10th of each month and the City shall make payment to the
RSVP by the 25th of each month.
5) That the RSVP and the City of Blair agree the City of Blair will not assume or
incur, either direct or indirect, any liability, responsibility in any way for this
program and that all liability and/or responsibility shall remain with the RSVP or
its volunteer drivers. Further, the RVSP represents that it has sufficient insurance
to cover any loss or claim and the RVSP shall indemnify, defend and hold
harmless the City of Blair from any claim, loss or damages related to this
program.

The Retired and Senior Volunteer Program (RSVP)
sponsored by the Eastern Nebraska Office on Aging provides
a free transportation service for the elderly in Blair (Car -Go).
Volunteer drivers, using their own vehicles, transport senior
residents, who have no other transportation alternatives for:
• medical appointments
• medical equipment
• pharmacies
• grocery shopping
• banking
• beauty and barber
• personal business matters
Last year, volunteer drivers provided 136 rides to elderly
residents of your community and the need for this service
grows daily.
Drivers are offered mileage reimbursement, when needed.
The average cost of mileage expenses for one driver, each year,
is $300 - $400. We are asking for your support by sponsoring
one or more of these volunteer drivers (or making a donation of
any kind). Our ability to provide this transportation relies on
the generosity of the Blair community since this service is fully
funded through private donations. Your contribution will allow
us to meet the transportation needs of Blair's older residents,
and will allow you a tax deduction. Checks may be made out to
