These trees have been inspected by Mark Hodson, Public Works Superintendent and the Steve Karloff, State Arborist. They have both determined the trees are dead or dying from disease and should be removed for safety and sanitation. The Blair Municipal Code Section 6 -312 states "all trees and shrubs within the City of Blair shall be pruned or removed when such trees or shrubs constitute a hazard to life and property, or harbor insects or diseases or are damaged to the extent they constitute a threat to other trees or shrubs, persons or property within the City. Enclosed please find a copy of the city ordinance for your reference. Therefore, based on the above information, you are hereby notified to remove these trees or have the trees removed by a registered tree contractor. Please contact our office within (15) days to discuss this matter and confirm you are able to remove this violation within (60) days. If you are unable to remove these trees, the city will hire a contractor to remove the trees and bill you for the service, giving you (30) days to pay or the city will assess these charges against your property for payment. Felt like the "Grim Reaper" of trees with all the death sentences I gave out for removal candidates. However, given this day and age of legal lawsuits and the outward condition of most of these trees it was hard not to suggest removal of most of the trees we looked at. So with that said, here are my recommendations for all 11 sites we visited. Again, all these were strictly ground observations and not done from an aerial vantage point. Tree #l, (243 S. 17 th ) This is a large American Linden with a sizeable rot cavity in the main trunk. Top is broke up and there are a few large dead hangers in the crown. Recommend to remove. Tree #2 (641 S. 17 th ) This is a very large Green Ash with several dead branches in the crown. Decay fungus is obvious in the trunk with white conks protruding for the bark. Recommend to remove very soon. Tree #3 (2067 Colfax) Three Austrian Pines, all dead or dying from disease. Recommend remove all. Tree #4 (661 S. 17 Street) Large Green Ash with major parts of crown dying. Recommend to remove. Tree #5 (1972 Grant Street) This is a large Silver Maple with too much rot and decay in crown to leave much longer. Both stems have obvious decay. Recommend to remove within six months. Tree #6 (1964 Nebraska Street) This is a very old and very large Silver Maple which is in major decline. These bushes are clearly on city right of way and have continued to be a nuisance for many years due to your lack of maintenance. Therefore, please trim these bushes at least 2' from the curb for the purpose of public safety on or before June 25, 2010 Your property will be checked for compliance on or after this date. As a reminder, it is your responsibility to make sure these bushes are maintained at least 2' back from the curb on a continual basis all year long If you are unable to properly maintain these bushes so they do not interfere with the public's safety along this street, the city will require these bushes to be removed at your expense. If you fail to remove the bushes in a timely fashion upon notice to do so, the city will remove the bushes and levy the cost of removal as an assessment against your property. There is dead wood on one side of tree. This would not be a high priority tree to remove because it does not appear to be an immediate hazard. Will be a candidate for removal in the future though. Tree #8 (371 S. 25 This a multi - stemmed Silver Maple with definite rot in the center. Large major limb over- hanging the street. Medium priority, but should be removed in the near future. Tree #9 (433 S. 25 Two Sugar Maples, number one to the south needs to be removed. Number two to the north probably can remain; however, multiple branches originating from one spot on trunk makes for very weak union and as branches get larger and put on weight, structural failure will usually occur. 15 Tree #10 OWLolfax Street) Very large Silver Maple which is dying and showing many places with decay. Recommend to remove. Tree #11 (1102 Grant Street) American Elm probably dying of Dutch Elm Disease. Will probably be completely dead in next two years.
