Dear Mr. Wolfe,
This letter is a follow up to our conversation this morning concerning the foundations for Mr.
Olberg's storage buildings. Although Chapter 18 of the 2006 International Building Code does
not specifically allow the use of a floating slab of this type, Section 104.11 does allow for the
acceptance of alternative methods of construction and design, by the code official.
Trachte Building Systems, Inc. has supplied hundreds of buildings to mini warehouse owners in
the northern tier of the United States. These buildings are almost always unheated. I believe
that the floating slab concept is the correct choice for these buildings under most circumstances.
In my opinion a frost wall foundation may not perform satisfactorily. If frost heave occurs the
perimeter wall will remain In place while the freezing earth under the center of the building
heaves, causing the slab to crack. The heaving of the center of the slab would also push up on
the partition panels, and put undue stresses on the roof system.
A property drained floating slab tends to resist frost heave. if heave occurs displacement should
be more uniform, causing less stress on the foundation and the structure.

1805.3.1 Building clearance from ascending slopes. In
general, buildings below slopes shall be set a sufficient dis-
tance from the slope to provide protection from slope drain-
age, erosion and shallow failures. Except as provided for in
Section 1805.3.5 and Figure 1805.3.1, the following criteria
will be assumed to provide this protection. Where the exist-
ing slope is steeper than one unit vertical in one unit hori-
zontal (100 -percent slope), the toe of the slope shall be
assumed to be at the intersection of a horizontal plane drawn
from the top of the foundation and a plane drawn tangent to
the slope at an angle of 45 degrees (0.79 rad) to the horizon-
tal. Where a retaining wall is constructed at the toe of the
slope, the height of the slope shall be measured from the top
of the wall to the top of the slope.
1805.3.2 Footing setback from descending slope sur-
face. Footings on or adjacent to slope surfaces shall be
founded in firm material with an embedment and set back
from the slope surface sufficient to provide vertical and lat-
eral support for the footing without detrimental settlemeitt.
Except as provided for idl Section 1805.3.5 and Figure
1805.3.1, the following setback is dccmed adequate to
meet file criteria. Where the slope is steeper than 1 unit ver-
tical in 1 unit horizontal (1010 -percent slope), the required

104.11 Alternative materials, design and methods of con-
struction and equipment. The provisions of this code are not
intended to prevent the installation of any material or to pro-
hibit any design or method of construction not specifically pre-
scribed by this code, provided that any such alternative has
been approved. An alternative material, design or method of
construction shall be approved where the building official finds
that the proposed design is satisfactory and complies with the
intent of the provisions of this code, and that the material,
method or work offered is, for the purpose intended, at least the
equivalent of that prescribed in this code in quality, strength,
effectiveness, fire resistance, durability and safety.
104.11:1 Research reports. Supporting data, where neces-
sary to assist in the approval of materials or assemblies not
specifically provided for in this code, shall consist of valid
research reports from approved sources.
104.11.2 Tests. Whenever there is insufficient evidence of
compliance with the provisions of this code, or evidence
that a material or method does not conform to the require-
ments of this code, or in order to substantiate claims for
alternative materials or methods, the building official shall
have the authority to require tests as evidence of compliance
to be made at no expense to the jurisdiction. Test methods
shall be as specified in this code or by other recognized test
standards. In the absence of recognized and accepted test
methods, the building official shall approve the testing pro-
cedures. Tests shall be performed by an approved agency.
Reports of such tests shall be retained by the building offi-
cial for the period required for retention of public records.
SECTION 105
PERMITS
105.1 Required. Any owner or authorized agent who intends
to construct, enlarge, alter, repair, move, demolish, or change
the occupancy of a building or structure, or to erect, install,
enlarge, alter, repair, remove, convert or replace any electrical,
gas, mechanical or plumbing system, the installation of which
is regulated by this code, or to cause any such work to be done,
shall first make application to the building official_ and obtain
lite required permit.
105.1.1 Annual permit. In lieu of an individual permit for
each alteration to an already approved electrical, gas,
mechanical or plumbing installation, the building official is
authorized to issue an annual permit upon application there-

105.2 Work exempt from permit. Exemptions from permit
requirements of this code shall notbe deemed to grant authori-
zation for any work to be done in any manner in violation of the

jurisdiction. Permits shall not be required for the following:
Building:
1. One-story detached accessory structures used as
tool and storage.sheds, playhouses and similar uses,
provided the floor area does not exceed 120 square
feet (11 mz).
2. Fences not over 6 feet (1829 mm) high.
3. Oil derricks.
4. Retaining walls that are not over 4 feet (1219 mm) in
height measured from the bottom of the footing to
the top of the wall, unless supporting a surcharge or
impounding Class I, II or IIIA liquids.
5. Water tanks supported directly on grade if the
capacity does not exceed 5,000 gallons (18 925 L)
and the ratio of height to diameter or width does not
exceed 2:1.
6. Sidewalks and driveways not more than 30 *inches
(762 mm) above adjacent grade, and not over any 1
basement or story below and are not part of an acces-
sible rout..
7. Painting, papering, tiling, carpeting, cabinets, coun-
ter tops and similar finish work.
8. Temporary motion picture, television and theater
stage sets and scenery.
9. Prefabricated swimming pools accessory to a Group
R-3 occupancy that are less than 24 inches (610 mm)
deep, do not exceed 5,000 gallons (18 925 L) and are
installed entirely above ground.
10. Shade cloth structures constructed for nursery or
agricultural purposes, not including service sys-
tems.
11. Swings and other playground equipment accessory
to detached one- and two-family dwellings.
12. Window awnings supported by an exterior wall that
do not project more than 54 inches (1372 mm) from
the exterior wall and do not require additional sup-
port of Group R-3 and U occupancies.
13. Nonfixed and movable fixtures, cases, racks, coun-
ters and partitions not over 5 feet 9 inches (1753
mm) in height.

BUILDING PERMIT DEPOSIT AGREEMENT
A $500.00 refundable deposit is being collected for any new commercial, new
residential, and any additions, remodels and accessory building valued $10,000 or
greater at the time of your building permit application.
A $200.00 refundable deposit is being collected for any residential remodel,
addition or accessory building valued under $10,000.
A $50.00 refundable deposit is being collected for all misc. permits.
The City reserves the right to not refund this deposit if any of the following
conditions occur during the construction period:
1) Theft of water service by the plumber, owner or general contractor.
2) All permits have not been obtained.
3) All required inspections have not been obtained.
4) Occupancy occurs prior to a final inspection.
5) The project is completed without a final inspection being done.
6) Storm Water Management Plan inspection not obtained. (If Required)
If any or all of these situations occur during construction, you may forfeit your
deposit.
I hereby agree to the above conditions, and understand that should any or
all of the above situations occur, the building permit deposit SHALL be forfeited or
discounted upon the discretion of the City of Blair, Building and Inspections
