RE: Removal of trees on TL 78, Section 13, Township 18, Range 11, Blair City, Washington County,
Nebraska
Dear Mr. Poulson and Ms. Baertschi,
It has been brought to our attention there are eight (8) dead, diseased or damaged trees on the above property.
These trees have been inspected by Mark Hodson, Public Works Superintendent and the Chip Murrow, State
Arborist. They have both determined the trees are dead, diseased or damaged beyond recovery and should be
removed for safety and sanitation. The Blair Municipal Code Section 6 -312 states "all trees and shrubs within
the City of Blair shall be pruned or removed when such trees or shrubs constitute a hazard to life and property,
or harbor insects or diseases or are damaged to the extent they constitute a threat to other trees or shrubs,
persons or property within the City. Enclosed please find a copy of the city ordinance for your reference.
Therefore, based on the above information, you are hereby notified to remove the dead trees or have the trees
removed by a registered tree contractor. Please contact our office within (15) days to discuss this matter and
confirm you are able to remove this violation within (60) days. If you are unable to remove these trees, the city
will hire a contractor to remove the trees and bill you for the service, giving you (30) days to pay or the city will
assess these charges against your property for payment.
Again, please contact our office by April 19, 2010 to confirm compliance with this request. If you have any

This letter is in regards to the trees we looked at on March 19 in Blair. The following
assessment was made from the ground only. A complete assessment was not done.
1473 Wilber, I ash and 7 Siberian elms. All eight of these trees had major damage on the trunk,
removing at least a third of the cambium layer on all of the trees, with many of them having
more missing. Without the cambium layer, conductive tissue cannot be made to allow water and
nutrients to flow in the tree from the roots to the crown. I would recommend removal of these
eight trees.
