COUNCIL MEMBER FANOELE INTRODUCED THE FOLLOWING RESOLUTION:
WHEREAS, the City of Blair has experienced heavy amounts of snow this winter season
causing an undue burden and cost overrun in the City's snow removal budget; and
WHEREAS, the shortage of funds in the Street Department's annual 2009 -2010 budget
has caused an area of concern for the lack of funds in this Department to pay its normal operating
expenditures and additional street patching and repair due to the harsh winter conditions; and
WHEREAS, the sales tax fund of the City of Blair allows for the use of sale tax funds for
the purpose of funding construction and repair of streets, street maintenance including
equipment, public safety equipment, including but not limited to fire equipment, storm sewers
and utility infrastructure, construction of sidewalks, repair of sidewalks including maintenance,
public facilities, economic development, debt service and property tax relief, and the
maintenance costs associated therewith for the benefit of the City of Blair, Nebraska; and
WHEREAS, the uncertainty, availability, amount, and eligibility of disaster funds from
FEMA is unknown and would not fix the deteriorated streets; and
WHEREAS, the City of Blair fiscal year 2009 -2010 budget approved $162,500 in Sales
Tax revenue for Property Tax relief for the Street Fund.
NOW, THEREFORE, THE MAYOR AND CITY COUNCIL OF THE CITY OF
BLAIR, NEBRASKA, HEREBY ADOPTS THE FOLLOWING RESOLUTION;
SECTION 1. BE IT RESOLVED, by the Mayor and the City Council of the City of Blair,
Nebraska, that the Mayor and City Council finds it necessary to transfer an additional $80,000 in
sales tax funds for property tax relief to the 2009 -2010 Street Department annual budget to assist
in the shortfall of street maintenance funds due to the increased costs of snow and ice removal
required during the 2009 -2010 winter season and to help reduce the need for additional future
property tax increases.
SECTION 2. BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized
and directed to certify a copy of this Resolution to the City Treasurer to transfer the funds from
the Sales Tax fund to the Street Department fund to help defray any additional expenses incurred
in the Street Department budget for the remaining 2009 -2010 budget year.
COUNCIL MEMBER KEPHART MOVED THAT THE RESOLUTION BE ADOPTED AS
READ, WHICH SAID MOTION WAS SECONDED BY COUNCIL MEMBER FANOELE.
UPON ROLL CALL, COUNCIL MEMBERS SHEPARD, STEWART, KEPHART, FANOELE,
CHRISTIANSEN, WOLFF, ABBOTT AND JENSEN VOTING "AYE" AND COUNCIL
MEMBERS NONE VOTING "NAY ", THE MAYOR DECLARED THE FOREGOING
RESOLUTION PASSED AND APPROVED THIS 9TH DAY OF MARCH, 2010.
