Please take this letter as a request for zoning verification on the above- mentioned location.
Below I have provided a description of RSC's business operation and our intended use of the proposed building
in Blair, NE. I hope that the narrative below and the attachments will assist you in understanding RSC's intended
use for the building.
RSC Inc. has a forty -year history in the equipment rental industry and is one of the nation's largest
rental equipment companies operating over 500 rental outlets in 40 states. RSC services a number of Fortune
500 companies, contractors and homeowners. The rental fleet consists primarily of platforms and booms,
forklifts, air compressors, loaders and backhoes, scissor lifts, vertical platforms and various related hand tools
and safety equipment for the contractor market. RSC is also a leading distributer of new equipment and sells
high quality used equipment, as well as parts and merchandise.
The proposed store in Blair, NE. would be a typical application for RSC providing many of
the rental services as noted above. This location would accommodate a combination of
office space for salesmen and store personnel, showroom space to display new merchandise
for sale, and a parts storage and equipment storage & maintenance area.
The office & showroom space is used to display and market a variety of new equipment and
safety supplies to "walk -in " customers which "includes hard -hats, water coolers, saw blades,
drill bits and new hand tools. Customers place orders at a rental counter and proceed to the
"yard " or equipment storage area to pick up their merchandise.
Smaller rental equipment such as jack hammers, pressure washers, chain saws, water
Pumps and various hand tools that can not be stored outside in the weather are stored and
displayed in the equipment storage/ maintenance area. Customers inspect, retrieve and
return their rental merchandise in this area. Our shop space must be Kept clean and
presentable since the general appearance of this area reflects upon our equipment condition.
A portion of the warehouse area is dedicated to maintenance and minor repair work required
to keep the rental equipment up to RSC's standards for safety and operation. Equipment is
inspected when returned to the storage area and after routine servicing it is returned to the
"ready line" area and made available for rent.
RSC performs safety inspections on all of our equipment every 90 days, even equipment in
the field. The maintenance area is used for routine preventative maintenance including oil &
filter changes, fluid replacements, tune -ups, hose & belt replacements and other minor
service work. Major equipment repairs are sent to the dealer or other off -site vendors for
repair since our shop personnel and service area are not equipped to perform major repairs.
RSC uses chemicals, cleaning solutions and janitorial supplies typical for office use in the
day to day operation and maintenance of our rental equipment. These include hydraulic fluid, .
transmission fluid, motor oils, grease and parts cleaning solutions.
The site is used for staging our larger rental fleet' equipment. RSC would parts our larger
equipment on designated surfaces outside the building. We will install a UL Approval Above - ground fuel
Storage Tank (AST) on the site for unleaded gasoline and diesel fuel for refueling our fleet.
RSC will also have a wash down area for washing the fleet using a hand held 4-gpm pressure washer,
Wash water is collected and run through an oil water separator and discharged to the sanitary sewer system,
