N. L. Thallas Date /Time of Offense: 1/7/10 1054 hrs. Location: 1437 Lincoln Street Blair, Ne. Offense /Statute: HHS Welfare Check Date Updated: 1/8/2010 09:01 ORI Number: NB0890100 By: AJOHNSON Locked: Narrative: On 1/7/10 I was assigned a welfare check by Chief Lager that had been called into City Hall. The residence was located at 1437 Lincoln Street and allegedly had no heat, no water and was generally an unsafe residence with young children possibly living there as well. I immediately contacted Lori Aman with the Nebraska Department of Health and Human Services. I explained to her this situation and asked if she would like to assist on this call which she agreed to do. At approximately 1054 hrs. I was met by Aman at 1437 Lincoln Street and proceeded to knock on the door. I was met by a male subject after a few minutes and was allowed into the front living room of the residence. Once inside I found this male subject was identified as Bryce Rathjen (dob: 10/22/87) who lived at this residence along with his girlfriend who was later identified as Brianna Hunter (dob: 4/2281). As I looked around I could see a twin mattress and box springs lying on the northeast floor of the residence. I also observed snow had blown in through the combination windows and surrounded the top of the mattress. While standing inside with Aman I could tell there was no heat in this part of the residence because I could see my breath and found it to be filthy with trash bags lying on the floor with trash inside them. I informed Rathjen and Hunter that a complaint had come in regarding the living conditions of the house and a safety concern for those in the residence including children. Hunter said her children were not in the residence and hasn't been there since before Christmas after a fire in the fuse box caused power to go out to a portion of the house. I found in talking with Hunter that there was no running water because the pipes had frozen. As I looked around this main entrance or living room I observed another small bed in the corner. Directly next to the mattress I found that an electrical cover to a wall plug in was missing with exposed wires. I also observed an old style wall furnace unit with the front panel removed exposing the pilot light area. I also observed the wall regulator for setting the thermostat had the face plate removed and lying on an old love seat which had no cushions visible. I also observed an old style plug in fuse box which appeared charred on the inside and outside. Hunter explained to us that this was the fuse holder that had caught on fire. Aman asked Hunter if we could walk through the residence which she hesitated momentarily but then said, yes. As we walked into the kitchen area(I"couldn't believe the lying all over the kitchen table, on the stove along with dirty dished piled up on the stove and in the sink. I could see that even though the residence was very cold inside, the food in the sink area had mold on it. I observed filthy pots and pans not only on the stove but piled on counter tops and on the table. I observed an aluminum foil container which was approximately 16 "x 12" which contained burnt pieces of charcoal some of which was spilled onto the floor. I asked Hunter if they had been using - this to cook or heat with which she said, no. They had used it outside to cook with but decided to bring it inside. 1 Q11 1 e_ • C 13 IRA rj _ r-, G fz gCrn V oirA_ 4 lz b9 N(It t r ' = 11- k 0 BLAIR POLICE DEPARTMENT Incident ID: 201000000020 Incident Data Sheet Report ORI Number: NB0890100 Page: 5 Printed On: 1/8/2010 09:05 (Fri) Narrative I observed the floor was filthy with garbage spilled all over the carpet which had numerous stains in it and a smell of rotten garbage was detected. Aman asked Hunter if the stove worked which she said that it wasn't functional. As I got closer I observed dead cockroaches lying on the stove and in a container of used cooking oil. I observed more dead cockroaches on the counter top and on the carpeting. As Hunter walked us down a hallway, I observed a washer and dryer in a small nook area which had clothing piled on them-an d the floor. We were shown a small bedroom which was also unheated and omplete mes with clothing, papers, food containers, bags of trash and miscellaneous garbage .ug I asked Hunter if they had garbage service and found they didn't but were suppose to by Saturday. Hunter showed me an old style fuse box in the closet which had smoke and charring marks along the interior metal panel and on the wall. She said this was what caught on fire from what she described as "an overloaded circuit." As we walked to the end bedroom located on the southeast corner of the home, I could feel heat coming out from behind a closed door. As the door was opened, I observed Rathjen who'd gone back to this room to keep warm. I observed a mattress and box springs lying on the floor with trash, cigarette butts on the floor along with ashtrays full of discarded cigarette butts. There was clothing scattered all over the floor some of which was pushed up against a portable stand up style heater. I observed another small heater setting on a stand all of which were fire hazards. I could also see a plug in electrical strip with several cords plugged into it. I observed the double sliding closet doors were off the tracks and lying in the walk in closet. Clothing was scattered throughout this closet along with bags of trash. I asked Hunter if they had food in the home which she said just what they could eat from day to day. The refrigerator had nothing in it except a very small amount of fast food items and some canned beverages. While Aman was visiting with Hunter and Rathjen I contacted radio dispatch and asked they have the City of Blair building inspector come to my location. Aman asked Hunter where her children were at and was informed they were with Hunter's mother in her apartment located near 20th and Nebraska Street. After Aman had finished she left the area and a short time later, I was met by Howard Wolf who's the City of Blair's building inspector. Before Wolf entered the residence I explained to him that the residence was I thought was completely uninhabitable. After he photographed the residence and completed his assessment, it was his determination that the residence shouldn't be lived in. Wolf explained to Hunter that there were several violations that made this place unsafe to inhabit and would be contacting them yet today with his results. Wolf photographed the entire area and agreed that the residence shouldn't be lived in. Case Status: Case closed Typed By: Inv. N. L.
