Dear Mr. and Mrs. Long:
I am writing to clarify the permitted use of your property known as Tax Lot 224 in Section 7, Township
18 North, Range 11 East of the 6th P.M., Washington County, Nebraska that is located in the AIMH-
Agricultural/Heavy Manufacturing District of the City of Blair.
After a thorough review of our records, in November of 1992 you were granted a Nonconforming Use
Limited Extension permit by the Blair City Council to continue to use Tax Lot 224 as a mobile home park, and
at the same time received permission from the City Council to expand the park within the existing boundaries of
Tax Lot 224. Therefore, it is the city's determination that you can add additional mobile homes on Tax Lot
224, but you cannot expand onto new property. In other words, if you purchase more property in the Heavy
Manufacturing District, you will not be permitted to utilize that property as a mobile home park.
Also, expansion on Tax Lot 224 will only be allowed if the property owner furnishes a site development
plan to the City of Blair Building Department showing the layout of existing and proposed lots (showing
dimensions and identified by a number system and providing for an adequate setback from streets and lot lines),
existing and proposed streets, water service mains, and sewer service mains. The City of Blair will not grant a
fmal inspection on an electrical permit for additional mobile homes on the property until the site development
plan is submitted.
As a reminder, any dispute regarding the property line between you and surrounding property owners is
a civil matter between you and your neighbors. However, it is your responsibility to know where your property
lines are and prior to approval of the site development plan the city can require a boundary pin survey to verify
that all planned improvements are on your property.

Dear Mr. Gollehon:
We have reviewed the plans and specifications for the above-referenced project for general
conformance Title 178 NAC 5, Rules and Regulations Relating to Mobile Home Parks in the
State of Nebraska and have the following comments:
1. All plans and specifications shall be submitted in triplicate per Section 003.
2. Is there a minimum of 10 feet between the water riser and the sewer riser on the
proposed lot per Section DOS?
3. Are shutoff valves with backflow protection provided for the water riser per Section ODS?
4. Will the water riser be located within 4 feet of the mobile home stand per Section DOS?
5. Will the mobile home be connected to the water riser with flexible metal tubing of at least
%-inch in diameter per Section ODS?
6. Is the sewerriser at least 4 inches in diameter per Section ODS?
7. Does the sewer riser piping extend at least 4 inches above the ground per Section ODS?
8. Is the sewer riser connection provided with a fitting which has an air-tight and water-tight
seal per Section ODS?
9. Is the sewer riser capped with an airtight cap or plug until the mobile home unit is brought
in per Section ODS?
10. Is the gas line located within 4 feet of the mobile home stand per Section ODS?
11. Is there a readily accessible and identified gas shutoff valve for the proposed lot per
Section ODS?
12. Is the gas line shutoff valve capped or plugged to prevent accidental discharge until the
mobile home unit is brought in per Section ODS?
13. Will the mobile home unit be attached to the gas line with an appropriate connection per
Section ODS?
