Dear Property Owner,
Due to the lack of maintenance on property located within the city limits of Blair, Nebraska,
the city hired an individual to mow such property.
In checking with the Washington County Registrar of Deeds, you are listed as the current
owner of this property. Therefore, please find the attached statement billing you for the
mowing charges. The City of Blair will levy special assessments against this property in the
amount of the bill to recoup the cost of mowing and administration. If you would prefer to not
have special assessments levied against this property, we would need to receive full payment of
the attached invoice no later than Monday, September 17, 2009. The property will be
assessed at the regular meeting of the Blair City Council on September 22, 2009.

COUNCIL MEMBER ABBOTT INTRODUCED THE FOLLOWING RESOLUTION:
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF BLAIR,
NEBRASKA, AS FOLLOWS:
That the proposed schedule for special assessments against Lot 2 and N 5' Lot 3, Schroders
Addition, Blair, Washington County, Nebraska (622 S. 16th Street) is hereby tentatively approved
and placed on file with the City Clerk for inspection by all interested patiies; that the Mayor and
City Council shall hold a special meeting at 218 South 16th Street on the 13th day of October, 2009,
at 7:00 o'clock P.M. for the purpose of sitting as a Board of Equalization to levy special
assessments on the lots and parcels of land benefited by mowing of the propeliy known as Lot 2
and N5' Lot 3, Schroders Addition, Blair, Washington County, Nebraska (622 S. 16th Street); that
notice ofthe time of holding such meeting and the purpose for which it is held shall be published in
The Enterprise, a legal newspaper published and of general circulation in the City at least 10 days
(two publications) before the date of said hearing; that the City Clerk is directed to publish such
notice in the form presented to this meeting, which form of notice shall be annexed to the minutes
showing passage of this resolution, and the Clerk shall mail copies of such notice to all interested
parties as provided by law.
COUNCIL MEMBER KEPHART MOVED THAT THE RESOLUTION BE ADOPTED AS
READ, WHICH SAID MOTION WAS SECONDED BY COUNCIL MEMBER ABBOTT.
UPON ROLL CALL, COUNCIL MEMBERS VOTING "AYE" SHEPARD, KEPHART,
CHRISTIANSEN, F ANOELE, ABBOTT, WOLFF AND JENSEN AND COUNCIL MEMBERS
NONE VOTING "NAY", THE MAYOR DECLARED THE FOREGOING RESOLUTION
